Wesley Fields, Economic Development Corporation, gave the staff report on he Ordinance. This Ordinance authorizes the execution and delivery of a Financing Agreement among the Tax Increment Financing Commission of Kansas City, Missouri; City of Kansas City, Missouri; Platte County, Missouri; and the Industrial Development Authority of the County of Platte County, Missouri.

Approving the First Amended and Restated East Bannister PIEA General Development Plan located across five non-contiguous areas consisting of 75 parcels and totaling 206 acres generally located north of E. Bannister Road, east of Hillcrest Road, south of E. 93rd Street, and west of the Kansas City Southern Railroad right-of-way (Area 1), north of E. Bannister Road, east of the Kansas City Southern Railroad right-of-way, west of Blue Ridge Boulevard/Old Santa Fe Road and E. 91st Street (Area 2), east of Old Santa Fe Road, south of E. 87th Street, and west of Blue Ridge Boulevard (Area 3), at the northeast corner of James A. Reed Road and E. Bannister Road (Area 4), and the shopping center on the south side of E. Bannister Road, between Hillcrest Road on the east and I-435 on the west (Area 5); declaring such areas to be blighted and insanitary and in need of redevelopment and rehabilitation pursuant to the Missouri Planned Industrial Expansion Law, Sections 100.300-100.620, RSMo; and authorizing tax abatement (735-S-5).

Olofu Agbaji, City Planning and Development, gave the staff report on the Ordinance. No specific development proposals are included with the PIEA General Redevelopment Plan proposal. The proposal states that expected assistance available from this plan will leverage private investment within the Planning Area. Development strategies include redevelopment of existing facilities and infrastructure and infill. The General Development Plan lists overall areas of emphasis which new proposals will be reviewed against. These include sustainable development, compliance with area plans, fit with surrounding character, development of vacant and underutilized properties, increase in safety, safe parking, beautification by removal of blight, and improvement of existing infrastructure. This Amended and Restated East Bannister PIEA Plan seeks to leverage that investment to spur investment in a larger area.

Authorizing the City Manager to execute a Dedication and Development Agreement between the City, the Tax Increment Financing Commission of Kansas City, Missouri, and Tiffany Land Reserve, LLC, a Missouri limited liability company.

Wes Minder, City Manager's Office, gave the staff report on the Ordinance. The City, by way of Ordinance No. 990256, approved the KCI Corridor Tax Increment Financing Plan, which has been amended from time to time and provides, among other things, for the design and the construction of North Skyview Avenue between Old Tiffany Springs Road and North Ambassador Drive. The TIF Plan has been amended with Ordinance Nos. 040618, 040619, 040620, 040621, 050107, 060326, 080211, 090260, 101007, 110603, 120485, 120618, 130108, 140092, 140907, 160416, and 170970 and during the course of the amendments, improvements to North Skyview Avenue between North Ambassador Drive and NW Old Tiffany Springs Road were included within the Plan . This agreement outlines certain conditions and agreement with regard to driveway locations , utility improvements, and other budgeted projects within the KCI Corridor TIF plan between the parties.

Approving a development plan in District B1-1 on about a 2.2 acre tract of land generally located at the northwest corner of N. Oak Trafficway and 86th Street, to allow for the expansion of an existing school. (14661-P)


PLANNING, ZONING & ECONOMIC DEVELOPMENT COMMITTEE recommends "ADVANCE AND DO PASS AS A COMMITTEE SUBSTITUTE, DEBATE"
Olofu Agbaji, City Planning and Development, gave the staff report on the Ordinance. The applicant proposes two additions to the existing building. The first addition will total 729 square feet and will be on the west side of the existing building. The second addition with be 4,700 square feet and will be on the south side of the existing building. A 32 parking space lot will be constructed to the west of the existing building and proposed additions. An existing parking lot off of N Oak Trafficway is proposed to be removed. In 1987 a Chapter 80 limited district plan was approved for the west side of the site. The plan approved a medical clinic and parking lot. The project was never completed. This development plan will replace any previously approved plans for the property.
