Bill Geary, Law Department, testified on behalf of this ordinance. Rick Hendrix, The Empire Distirct Gas Company, was present to answer questions from the committee. The Empire District Gas Company is assigned by the Missouri Public Service Commission a small area of what is now Kansas City as part of its service territory. Development is commencing in this area. This ordinance will authorize them to operate within the City with a required franchise agreement.
