Estimating revenue from a reimbursement from Blue Cross Blue Shield and appropriating expenditures for human resources initiatives.


BUDGET AND AUDIT COMMITTEE recommends "ADVANCE AND DO PASS, DEBATE"
Susan Giffe from the Human Resources Department, explained that the ordinance allowed for the reimbursement from Blue Cross Blue Shield. The reimbursement is in the approximate amount of 3.5 million dollars. The general source of the reimbursement is from savings created by a low health claim ratio. The Human Resource Department is looking at several ways to reward employee's for the saving one way would be by having a free health care premium similar to the one done in the past. Health care premiums would not be deducted from employees check for one pay period, allow them to see more of their pay.

Estimating revenue in the amount of $30,000.00 in the KCMBU Police Drug Enforcement Fund and appropriating it for crime investigations.

Deputy Chief Whipple, Police Department, advised that the funding source is COMBAT. It will allow for additional crime investigation/overtime pay.

Amending Article IX, Pensions and Other Benefits, of Chapter 2, Administration, of the Code of Ordinances by repealing Section 2-1332, Eligibility; retirement benefits, and enacting in lieu thereof a new section of like number and subject matter.


BUDGET AND AUDIT COMMITTEE recommends "ADVANCE AND DO PASS, DEBATE"
Galen Beaufort, Law Department, stated that the ordinance would amend Article IX, Pensions and Other Benefits. The ordinance addresses the retirement benefits and eligibility and enacting in lieu new section. It clarifies the age of retirement for municipal judges at 65 years of age. Judge Laccarso was present to testify. He stated that this measure would adversely affect the first female municipal judge of Kansas City, Judge Walsh. He thought that by doing so the committee might be sending the wrong message. Councilman Fairfield stated that the ordinance was not directed at any specific judge. It was an attempt to clarify the language to avoid future complication.

Amending Article VIII of the Administrative Code of Kansas City, Missouri, relating to the Classification and Compensation Plan, by adding policy language to Section 2-1086 addressing the approval authority and application of compensation plans for On-Call Pay.

Calling for submission to the voters of Kansas City, at a special election to be held on August 8, 2006, an advisory question asking whether voters support local control of the Kansas City Police Department; directing the City Clerk to notify the responsible election authorities of the election on or after May 26, 2006, but not later than May 30, 2006 if a binding measure is placed before the voters for this election date; and recognizing this ordinance to be an emergency measure.

 Staff from the City Auditor's Office will present a performance audit "Starlight Theatre Concession Agreement". Staff from the Public Works Department will give a presentation regarding "Street Audit". There will be a general discussion of current Budget and Audit issues.
 
 
 
 Mark Funkhouser, City Auditor, gave a performance audit on the Starlight Theatre Concession Agreement. (see hand out) Finding and Recommendations: 1. STA should provide report to justify the agreement is in the best interest of the citizens. 2. Participate in competitive process. 3.Parks management obtain appraisal of value of Swope Interpretive Center before agreement expires in 2007. 4. Establish concession contract policy. 5.Assure that concessionaires are licensed and pay earnings tax and provide monitoring system so provisions are enforced. There was brief discussion from the committee members. There was no public testimony.
