Authorizing the City Attorney to file a motion in City of Kansas City, Missouri v. HEDFC authorizing the Receiver, on behalf of the Housing and Economic Development Financial Corporation (HEDFC), to assign to the City three loans made to entities controlled by Westside Housing Organization, Inc., authorizing the Director of City Development to approve the subordination and modification of these three loans, executing a release of the Receiver from any liability to the City arising from such requested relief and expressing the Council’s intent regarding appropriating funds to pay creditors of HEDFC if harmed by such requested relief.

Galen Beaufort, explained the motion to request receivers authorization to get new lenders. Kathryn Walker, Westside Housing Organization and Micheal Duffy, Legal Aid were both present to testify.

Authorizing a first amendment to the Agreement for Installation of Streetlights with the Gracemor-Randolph Community Council, dated September 26, 2001, for the purpose of modifying the sum to be contributed to the City and reducing an appropriation in the amount of $120,000.00 in the Streetlight GO Bond 2002A Fund; designating $250,000.00 of sanitary sewer funding in the 2004 General Obligation Bond Fund for the Bannister Acres Sanitary Sewer Project as an additional City contribution.

 There will be a presentation on Kansas City Public Radio System - Upgrades Rich Noll, Assistant City Manager and Mr. Hart, Public Radio System Manager both were present to testify regarding the upgrades of the system. Mr. Noll suggested that a closed session may be needed to discuss some issues with the radio system. (a handout is on file in the city clerks office) A representative from Neighborhood and Community Preservation Division will give a report on the proactive rental registration and inspection program: David Park, NCS, Les Washington and Dan Snell all testified regarding the neighborhood preservation study. Staff will give a presentation regarding the HEDFC receivership. Galen Beaufort, law dept., explained lawsuit for receivership from HEDFC. Get hand-out There may be general discussion of Public Safety and Neighborhood Committee issues. There may be a closed session pursuant to Section 610.021(1), (2) and (3) RSMO to discuss legal matters, real estate or personnel matters.
