Estimating revenue in the amount of $25,000.00 in the Health Levy Fund; appropriating it to the Air Quality account of the Health Levy Fund; and designating requisitioning authority.

Mr. Bert Malone, Health Department, explained that the ordinance was to allow unappropriated fund balance of the general fund to the air quality control program for asbestos removal.

Amending Chapter 10, Code of Ordinances, by repealing Section 10-105, General requirements for temporary and annual catering permits, and enacting in lieu thereof a new section of like number and subject deleting section 10-105(b)(8) dealing with prohibited admission charges during the time of a catered event, and amending section 10-105(d)(5) by changing the times of renewal for annual catering permits to agree with the renewals periods of all other liquor-license holders.

A representative from the Liqueur Control Departmnet, explained that the ordinance was to amend chapter 10, allowing the deletion of sections 10-105(b) (8) and amending section (d)(5) by changing the times of renewal for annual catering permits to agree with the renewals periods of all other liquor-license holders.

Authorizing a one-year, $425,302.00 contract with Kansas City Free Health Clinic to provide ambulatory/primary medical care to eligible clients in the Kansas City Transitional Grant Area (TGA) who meet Ryan White Title I guidelines.

Bert Malone, testified that the ordinance authorizes the Kansas City Free Health Clinic to contract for ambulatory and primary care services for eligible persons libing with HIV/AIDS in the eleven county Tranisition Grant Area.

Approving contracts with various agencies in the total amount of $1,438,384.00 for events and projects from the Neighborhood Tourist and Development Fund.

Gina Robinson, stated that this ordinance approved contracts with various agencies in the total amount of $1,438,384.00 for the projects and events. A few of the agencies listed in the contract are The annual St. Patrick Day Parade, Friends of the Zoo, Boo at the Zoo event. Les Washington, Neighborhood and Community Services Department was present to testify.

Accepting and approving a $150,000.00 contract with Jackson County through funds allocated by the U.S. Department of Justice, Bureau of Justice Assistance, Office of Justice Programs, FY 2006-2007 Byrne Justice Assistance Grant (JAG); estimating revenue in the amount of $200,000.00 in the General Fund; appropriating it to the 2007-08 JAG account and the Neighborhood Improvement Program in the General Fund accounts; authorizing a $75,000.00 cooperative agreement with COMBAT; designating requisitioning authority; and directing the City Clerk to file the attached contract with the appropriate offices.

RESOLUTION - Declaring the existence of the Kansas City Neighborhood Advisory Council, a citizen-led advisory group comprised of neighborhood leaders representing various regions and professions within the City of Kansas City, Missouri and affirming the City’s intent to recognize the capacity of the Kansas City Neighborhood Advisory Council as an official advisory body.

NEIGHBORHOOD DEVELOPMENT AND HOUSING COMMITTEE recommends "ADVANCE AND DO PASS AS SECOND COMMITTEE SUBSTITUTE, DEBATE"
There was general discussion of this item by the Committee. A committee substitute was submitted that changed the language to allow minors in tarverns and events that sold liquor under certainstances. Les Washington testified that he thought the change was nessacary to allow for events where minors are likely to attend such as open air concerts, festivals.
