Reducing the Contingent Appropriation in the General Fund by the sum of $500,000.00 and appropriating it to the Neighborhood and Community Services Department for dangerous building demolition, and recognizing an emergency.


NEIGHBORHOOD DEVELOPMENT AND HOUSING COMMITTEE recommends "HOLD ON AGENDA (7/5/2006)"
Councilman Terry Riley testified to convey his support of the ordinance. Dave Park, Neighborhood and Community Services Department, distributed maps to the committee regarding of dangerous buildings with a priority one rating and a report from the Demolition and Preservation Division. He talked to the committee about the report showing priority ratings special investigation team actions, resolution statistics, demolition prevention and the need for more funding. Councilman Riley and committee members discussed various landlord issues and strategy for resolving the issues. Appropriating $165,000.00 from the Unappropriated Fund Balance of the Neighborhood Tourist and Development Fund and approving contracts with various agencies in the total amount of $125,000.00 for events and projects from the Neighborhood Tourist and Development Fund.


NEIGHBORHOOD DEVELOPMENT AND HOUSING COMMITTEE recommends "ADVANCE AND DO PASS AS SECOND COMMITTEE SUBSTITUTE, DEBATE"
Gina Robinson, Neighborhood and Community Services Department, testified stated that this ordinance is appropriating funds from the Unappropriated Fund of the Neighborhood Tourist and Development Fund. These are funds that remain available through events that did not take place or from agencies that did not use the full amount of their award. This ordinance also authorizes contracts recommended by the committee for first quarter. No public testimony.

Authorizing the Director of Neighborhood and Community Services to enter into contracts with Legal Aid of Western Missouri in the amount of $980,606.00 for provision of certain legal services.

Jackie Powell, Neighborhood and Community Services Department, stated that his ordinance will authorize the Director of Neighborhood and Community Services to enter into and execute contracts with several not-for-profits for various services which include child care and senior services, homeless planning, prevention activities, and community gardening for low income families. Authorizing the Director of Neighborhood and Community Services to enter into a contract with UMKC Center for Economic Information in the amount of $100,000.00 for provision of a housing conditions survey.


NEIGHBORHOOD DEVELOPMENT AND HOUSING COMMITTEE recommends "ADVANCE AND DO PASS, DEBATE"
David Park, Neighborhood and Community Development Department, stated a housing condition survey is a way of tracking how housing conditions are changing within a neighborhood or comparing for them from neighborhood to neighborhood. It's the type of information that CDC's, neighborhood organizations, and the City use in putting together things like consolidated plans and determining where resources ought to be directed. Dr. Peter Eaton, UMKC Center for Economic Information, stated that there are more than one fifth of the residential parcels of the urban core included in the Neighborhood Improvement Program (NIP) areas. All that they will do will be NIP, but they will not get all of NIP in the first year with the allocated funding. No public testimony.

Authorizing the Director of City Development to enter into a contract with the Kansas City, Missouri Homesteading Authority and Beacon Hill Developers, LC for the redevelopment of the Beacon Hill area.


NEIGHBORHOOD DEVELOPMENT AND HOUSING COMMITTEE recommends "HOLD ON AGENDA (7/5/2006)"
Councilman Troy Nash asked for justification for holding the ordinance. Stacia Johnson, City Planning, stated a meeting was held after the original Neighborhood Community Development meeting with the development team as well as a conference call with Councilwoman Saundra McFadden-Weaver. They discussed the funding and the concerns that the City Manager raised regarding future funding. There is a meeting scheduled with the Finance Director, City Attorney, Councilwoman Saundra McFadden-Weaver and the development team. It has been determined that there needs to be funding from the General Fund Budget as well as other sources which is why the meeting with the Finance Director is to talk about the possibility of any bond financing, any General Fund, and Federal funding. The parties involved have asked that this ordinance be held until a directive to the City Manager on those sources of funds that would be recognized for that project can be drafted.
