Authorizing Amendment No. 4 to the Stakeholder Contribution Agreement with the Mid-American Regional Council for the Missouri River Degradation Feasibility Study in the amount of a $20,000.00; and recognizing this ordinance as having an accelerated effective date.


TRANSPORTATION & INFRASTRUCTURE COMMITTEE recommends "ADVANCE AND DO PASS, DEBATE"
Terry Leeds and Jose Lopez,Water Services, gave testimony the the Water Services Department has entered into a Stakeholder Contribution Agreement with the Mid-American Regional Council (MARC) in support of a feasibility study. This study will be conducted by the U.S. Army Corps of Engineers, to determine the causes and potential solutions to address the degradation of the Missouri River bed. Amendment No. 4 will provide for additional funding to increase the City's share of the feasibility study costs.

Authorizing a $2,000,000.00 Design Professional Services contract with Burns & McDonnell Engineering Company, Inc., for the Elevated Water Storage Tank: Prospect Road, Shoal Creek, Downtown, and Blue Ridge Project; and recognizing this ordinance as having an accelerated effective date.

Authorizing the Director of Public Works to enter into a $5,241,049.00 design and building services agreement with Radmacher Brothers Excavating, Inc., for the N. Oak Trafficway Reconstruction – North Kansas City/City limits to N. Indianola Project; and recognizing this ordinance as having an accelerated effective date.


TRANSPORTATION & INFRASTRUCTURE COMMITTEE recommends "ADVANCE AND DO PASS, DEBATE"
Jeff Martin and David Miller from Public Works Department gave a brief testimony covering the city limits of North Kansas City and North Indianola, North Oak Trafficway a four-lane undivided roadway. The roadway is in need of complete reconstruction due to pavement failure and deteriorated subgrade. There are no pedestrian or bicycle accommodations. The project will include: replacement of the existing pavement with new asphalt pavement on improved subgrades, existing curb and gutters will be replaced along with new sidewalks on both sides of the northern portion of the roadway and a shared-use facility connecting to the NKC bike facilities. Six bus stop sidewalk pads will be installed and existing water lines will be replaced and enlarged. Plans to upgrade energy efficient streetlights and the slope failure occurring along the embankment will be permanently repaired. Solicitation This Project was advertised in accordance with the City's requirements.

Amending Chapter 3, Code of Ordinances, by repealing sections 3-421 through 3-500 and enacting in lieu thereof new sections of like numbers and subject matters that authorizes updates to Minority & Women’s Business Enterprise Program based on the 2016 Disparity Study.
