RESOLUTION - Determining that the Southtown Corridor/31st and Baltimore Tax Increment Financing Plan is making satisfactory progress under the time schedule proposed within the plan for completion.


PLANNING, ZONING & ECONOMIC DEVELOPMENT COMMITTEE recommends "IMMEDIATE ADOPTION"
Tim Copeland, explained the ordinance would approve the 5 years status update for the Southtown corridor/31 St Baltimore TIF. The projects that have been completed are Bank of America at 63rd st. and Osco's at 63rd st. Other projects in the area have been planned but not completed. Councilman Fairfield asked the amount of private money for the projects. Copeland said that it would be approximately 168 mil and created 400 plus jobs.

PLANNING, ZONING & ECONOMIC DEVELOPMENT COMMITTEE recommends "IMMEDIATE ADOPTION"
Andy Berkly, TIF, addressed the KCI Corridor tif for it's 5 year update. The project would need bonds to raise additional funds. There will be a bike trail and other ammenities that will improve the overall project. The plan works with the Mayor's accessablity plan. The project will generate an estimated 5 million customer trips.

Tim Copeland.TIF, again he gave the 5 yr status update on the project and stated that it would create water dentention and sanity sewers and 2 new housing projects that create approximately 150 single family homes units. This was one of the smallestTIF's for onlyl 1.1 milion dollars.

The building is a one story, 1995 sq ft brick building and is located at the northeast corner of the lot. The businesses are currently served by on site diagonal parking directly backing onto the Belleview Ave. The apartments to the east will be demolished to allow the development of West Edge URD to move forward. That project would consist of commercial retail, multi-family, and public parking garage.

There was discussion that indicated that the committee would like more information about the progress of projects with in the plan. There seem to be a discrepancy in the reported numbers. The committee moved to hold the ordinance.

Virginia Walsh, City Planning,explained that the site contains approximately 490 feet of frontage along Parretta Drive and generally represents the easterly third of Lot G created in the 24th Plat. Two existing one-story buildings are located on the westerly half of the site. Lot 1 contains a building of 11,320 sq. ft. Lot 2 a building of 29,500 sq. ft. The easterly building contains spaces separated by 8" concrete walls containing 8,500 sq. ft., in the southerly 2 units and 11,000 sq. ft. in the northerly unit. One existing building is located on the easterly portion. Three existing drives provide access to the buildings and their parking areas. The westerly drive also provides access to an existing building to the west not included in this application. The westerly building contains three separate building spaces.

Brandy B. , gave the 5yr update for the Brush Creek Corridor. It would created and estimated 2700 jobs. The redevelopment area generally runs along both sides of Brush Creek, between Elmwood on the east and Main Street on the west; bound along the north side by an irregular line that follows along Brush Creek Boulevard and extending as far north as 45th Street between The Paseo and Oak Street and bound along the south side by an irregular line that runs along 49th Street and 51st Street and extending as far south as 53rd Street between Jackson Avenue and Swope Parkway. TheProposed Activities includes private improvements: Over 229,100 square feet of commercial retail; 490,000 square feet of office space and a 50,000 square foot library. This includes completion of the H&R Block Technology Center, and the Blue Parkway Office Building for the Blue Parkway Project; the Plaza Library and Plaza East. Six of the remaining fifteen existing projects will be divided into smaller projects and submitted for approval in November 2004.
