Amending the General Development and Land Use Plan, Kansas City International Airport, as amended, by changing the land use designation from GP-6 (Low Density Residential) to GP-4 (High Density Residential), GP-5 (Medium Density Residential and GP-6 (Low Density Residential) for an approximately 248.50 acre tract of land generally located in the northeast corner of the intersection of N.W. Tiffany Springs Road and N. Green Hills Road. (247-S-89)


PLANNING, ZONING & ECONOMIC DEVELOPMENT COMMITTEE recommends "DO PASS"
Peter Schlesinger, City Planning, testified regarding the ordinance. Councilman Fairfield expressed concern about the traffic flow near the project. He said that with some much new commercial and residential growth in the area safe traffic flow was already impeded, adding additional traffic would certainly have a negative impact. He asked what had the traffic study shown. Peter Schlesinger indicated that there had been two traffic studies and neither had indicated that the addition of the project would have a negative impact on the area, additionally it found that there was adequate signal lights placed. Councilwoman Cooper stated that she found it hard to believe and asked had staff looked into having impact fees that would assist with the cost of addition fire station, police and emergency workers for new developments. He said there was no discussion of the matter at this point. Councilman Fairfield, commented that he worked on this project in his district very closely and one of the things that he wanted to make clear was that it is important to take full advantage of the TIF so that they can build as many road and improve as many street as possible during this phase.

RESOLUTION - Amending the Downtown Industrial Area Plan by amending the Proposed Land Use Plan and Map for an area generally located on the north side of 18th Street between McGee and Oak by changing the recommended land uses from light industry to mixed uses (residential/commercial/light industrial).

RESOLUTION - Authorizing the Director of City Development to offer for sale the property located at 3700 Woodland.


PLANNING, ZONING & ECONOMIC DEVELOPMENT COMMITTEE recommends "IMMEDIATE ADOPTION"
Councilwoman McFadden-Weaver testified that the prpoperty in question at 3700 Woodland had been used in the past a boxing center and working in conjunction with the Ivanhoe Neighborhood Association. The project will be an asset to the neighborhood and to the youth of the city. Edgar Jordan, Property relocation, requested that the resolution be immediately adopted in order to expedite the sale. Bids must be open to the general public. However Ivanhoe Neighborhood Association has expressed a desire to purchase and use the property for youth activates.

Vacating Cypress Avenue from the southeasterly prolongation of the north line of Royal Oaks Drive north to the terminus of Cypress Avenue, as now established, all in Section 35, Township 48 North, Range 33 West, Kansas City, Jackson County, Missouri, and directing the City Clerk to record certain documents. (1455-V)


PLANNING, ZONING & ECONOMIC DEVELOPMENT COMMITTEE recommends "ADVANCE AND DO PASS"
Larry Stice, City Planning, stated this is an ordinance would allow the vacation of land near the Grandview triangle. The road is basically unconstructed. The neighborhood did voice concerns even though there is no project approved at this time. They would not like to see anything other than single family homes but it is zoned to allow other types of developement. Patricia Jensen, White Goss, representative for the applicant confirmed that there is no project in mind at this time, but the applicant would have to come before the committee again in the event that one is chosen.

Accepting the recommendations of the Tax Increment Financing Commission of Kansas City as to the First Amendment to the KCI Corridor Tax Increment Financing Plan; approving the First Amendment to the KCI Corridor Tax Increment Financing Plan.


PLANNING, ZONING & ECONOMIC DEVELOPMENT COMMITTEE recommends "ADVANCE AND DO PASS"
Andy Berkley, EDC, stated that there were four separate amendments to the TIF for the KCI Corridor. The first clarifies the procedures for the purchase of property. The second amendment dealt with the language that related to the EATS and PILOTS. The third relates to the change in the budget for revenue generated by new projects in the area and improvements to the roads. The fourth and final ordinance relating to the KCI corridor being dicussed today is for the purpose of expanding the KCI Corridor TIF. Jim Bowers, White Goss, commented that he represented one of the partnership of this project that will build roads and improve the overall condition of the area and the City.

Maggie Moran, City Law Department, explained that the following ordinances had been added to the agenda to meet a 10 Year renewal deadline for TIF projects: 970087, 970089, 970090,0970091 and 990424. Bob Langenkamp, City Development, stated that the need to renewal these ordinances in order to proceed with the area plan. Councilwoman Cooper asked if there was adequate funding for the project. Bob Lagenkamp said that there was, due to the fact that some business were already in operation in the area and generating revenue. Stan Harris said that the ordinances being activated did not currently have a plan set by activating them it would hopefully stimulate some interest. Councilman Nash, read the e-mail that allow the compliance with the Sunshine Law. Councilwoman, clarified that the TIF has limited shelf life and these needed to be address today to meet that deadline.
