Jeffrey WIlliams, City Planning and Development, gave the staff report on the Ordinance. He testified that this is a routine final plat that has successfully progressed through the plat process and is ready to be passed by the Council. He did request an advance.

John Eckardt, City Planing and Development, gave the staff report on the Ordinance. The purpose of the Ordinance is to revise the PIEA plan to allow for certain billboards to remain and additional tax abatement for the Crossroads West project.

Sarah Anzicek, City Planning and Development, gave the staff report on the Ordinance. The applicant is planning to use the site for a nonprofit organization, Avenue of Life (AoL), to (initially) recycle and re-purpose used mattresses. The applicant has stated that the intent of the site may expand in the future to include: - Recycling, repurposing, reusing and repair furniture, bicycles, lawnmowers, appliances, carpet, wax, books and clothing; - Small religious services/studies; - Career development, apprenticeship and job training; - Potential sale of donated items; - Vehicle sales and service; - Limited manufacturing such as Adirondack chairs and planter boxes from repurposed/recycled wood and other materials; - Agriculture such as a CSA (community supported agriculture) and row crops.

Olofu Agbaji, City Planning and Development, gave the staff report on the Ordinance. The subject parcel is about 7 acres generally located at southeast corner of MO. Route 152 and N. Green Hills Road. The property is an unplatted tract of land within zoning District AG-R (Agricultural-Residential District) and District R-2.5 (Residential dash 2.5). The property is heavily wooded. The requested zoning change is open zoning. There is no plan for the property at this moment. This means that all possible uses in B3-3 would be allowed because of the lack of a specific development plan.
