RESOLUTION - Requesting the Tax Increment Financing Commission to reconsider the Ninth Amendment to the River Market Tax Increment Financing Plan and incorporate certain desired provisions.

Joe Gonzalez and Bob Long, EDC, testified on behalf of this resolution. Patricia Jensen, White Goss, and Councilwoman Marcason, were present to answer questions from the committee. This resolution is directing the TIF Commission to reconsider the Ninth Amendment to the River Market TIF Plan and incorporate certain desired provisions. Amending the 2010 One Year Action Plan and authorizing submission of a Substantial Amendment to the U.S. Department of Housing and Urban Development (HUD) for its consideration in order to meet funding deadlines under the HOME Investment Partnerships Program (HOME) and to allocate program income.

Dan Schmelzinger, Housing Department, testified on behalf of this ordinance. This resolution approves an amendment to the One Year Action Plan in order to allocate the uncommitted portion of HOME funds from prior grant years and authorizes its submission to HUD.

 There will be an update on the reBuildKC plan. John Woods, City Managers Office, and Stuart Bullington, Housing Department, gave this presentation to the committee.This program was created and adopted in 2010 as an aggressive and proactive plan to revitaliz neighborhoods and address chronic disinvestment. Also to restore assets initially held by the former HEDFC and to integrate HEDFC assets into existing planning. The handout on this presentation is on file in the City Clerk's Office. There may be general discussion regarding current Plans, Zoning and Economic Development issues. There was no general discussion. Pursuant to the following subsections of Section 610.021 of the Revised Statutes of Missouri, there may be a closed session to discuss: (1) legal matters, litigation, or privileged communications with attorneys, pursuant to subsection 1; (2) real estate, pursuant to subsection 2; (3) personnel, pursuant to subsection 3 and 13; and/or (4) sealed bids or proposals, pursuant to subsection 12. There was no Closed Session. The City Clerk's Office now has equipment for the hearing impaired for use with every meeting. To check out the equipment please see the secretary for each committee. Be prepared to leave your Driver's License or State issued Identification Card with the secretary and she will give you the equipment. Upon returning the equipment your license will be returned.
