RESOLUTION - Approving the 2015 One Year Action Plan (“Plan”) and a Substantial Amendment to the Five Year Consolidated Plan and authorizing their submission to the U.S. Department of Housing and Urban Development in accordance with the National Affordable Housing Act of 1990, as amended.

Stuart Bullington, Deputy Director, Neighborhood and Housing Services testified that in order to qualify for annual grants from the U.S. Dept. of Housing and Urban Development under the Community Development Block Grant, Home Investment Partnerships, Emergency Solutions Grant and Housing Opportunities for Persons with AIDS programs, the City is required to submit a Five-Year Consolidated Plan and an annual One-Year Action Plan detailing how grant funds will be used. Public testimony was heard today and will also be heard on January 21, 2015.

Accepting and approving a $50,158.00 contract amendment with Kansas City CARE Clinic to provide Health Education and Risk Reduction services in the Kansas City area.

Samantha Hughes, Program Support Manager from the Office of the Planning Council and HIV Prevention at the Kanas City Health Department recommended amending a contract with Kansas City CARE Clinic for Health Education and Risk Reduction for white men who have sex with men for the period of January 1, 2015 to December 31, 2015. The amount of the amendment is $50,158.00. This brings the total amount for the contract to $325,972.00 for the period from January, 01, 2011 to December 31, 2015.

Amending the 2012 and 2013 One Year Action Plans and authorizing submission of a Substantial Amendment to the U.S. Department of Housing and Urban Development (HUD) for its consideration; estimating revenue in the amount of $1,290,743.00 in the HOME Investment Fund; appropriating $1,290,743.00 from the Unappropriated Fund Balance of the HOME Investment Fund; appropriating $725,000.00 from the Unappropriated Fund Balance of the Special Housing Rehabilitation Loan Fund; authorizing the Director of Neighborhoods and Housing Services Department to enter into a contract, financing agreement and loan documents in the amount of $1,890,743.00 with Oak Point Partners, LLC to construct 30 units of affordable rental housing upon approval by the U.S. Department of Housing and Urban Development; and designating requisitioning authority.

 2. Staff from the City Auditor’s Office will present a Performance Audit: City’s Performance Under the HUD Memorandum of Agreement (April 1, 2013 – April 30, 2014).
 
 Doug Jones, City Auditor, distributed copies of an audit document titled “Performance Audit City's Performance Under the HUD Memorandum of Agreement (April 1, 2013 - April 30, 2014)”. A copy of the report is available on the City Auditor’s website. Mr. Jones briefly described the audit objectives, provided some background on the HUD MOA audit and highlighted their findings and recommendations. The Committee members and Mr. Jones discussed the audit results briefly.
 
 3. The Food Policy Coalition’s Grocery Access Task Force would like the opportunity to present information on Healthy Food Financing.
 
 Discussion on this topic occurred during the presentation for ordinance 150005.
 
 4. There may be general discussion(s) on current Neighborhood and Healthy Communities Committee issues.
 
 5. Pursuant to the following subsections of Section 610.021 of the Revised Statutes of Missouri, there may be a closed session to discuss: (1) legal matters, litigation, or privileged communications with attorneys, pursuant to subsection 1; (2) real estate, pursuant to subsection 2; (3) personnel, pursuant to subsection 3 and 13; and/or (4) sealed bids or proposals, pursuant to subsection 12.
