RESOLUTION - Adopting a policy for the use of certain new tax revenue for business retention or expansion.


PLANNING, ZONING & ECONOMIC DEVELOPMENT COMMITTEE recommends "IMMEDIATE ADOPTION AS A COMMITTEE SUBSTITUTE"
Mayor Cleaver testified on behalf of the resolution stating the resolution is important, because it allows council the opportunity to assist existing corporations, but at the same time open up a "flood gate" that will allow misuse of the economic development tools. Bob Collins, City Manager, stated the resolution is a statement of policy on a new economic development... which addresses the need in the city which is how to assist companies that are attempting to stay in the city to retain jobs. Councilman Bacchus expressed concerns regarding the FOCUS Centers and the Enterprise Zone. Mark Bunnell, Economic Development Corporation, stated that the resolution will allow them to work with existing companies to help retain businesses within the city.

Carrie Flack, City Development gave an overview of the ordinances. Ordinances 981075 and 981076 are companions. The purpose of the ordinance 981075 is to rezone 39 acres to allow a preliminary plat for 129 single family lots. The project area is located at N. Pontiac Avenue south of N. W. Barry Road. Ordinance 981076 is to consider approval of a preliminary plat creating 129 single family lots in District R1a.

Amending Chapter 60, Code of Ordinances of the City of Kansas City, Missouri, by repealing Sections 60-301 through 60-305; enacting a new Chapter 63, Storm Water Management; amending Chapter 18, by repealing Sections 18-2, 18-9, 18-12, 18-19 and 18-51 and enacting in lieu thereof new sections of like number and subject matter; amending Chapter 62, by repealing Section 62-12 and enacting in lieu thereof a new section of like number and subject matter all dealing with erosion, sediment control and storm water management; and establishing an effective date.

Lee Dixson, Public Works Department testified on behalf of the ordinance. He gave a brief synopsis of the ordinance. The purpose of the ordinance is to address the silt erosion control problem that currently exists. and to establish a procedure, in which plans are submitted to Public Works/Codes Administration and for review. Tony Song, resident expressed concerns regarding the siltation problems that are located on his property. He feels that because of the development that is being done in the area, the siltation is running off into his property and the responsibility of Public Works Department should be enforced.
