Authorizing an $8,000.00 contract amendment with Guadalupe Center for a total contract amount of $39,265.00 and a $9,500.00 contract amendment with The Salvation Army for a total contract amount of $40,766.00 for the Emergency Assistance Program.


NEIGHBORHOOD DEVELOPMENT COMMITTEE recommends "ADVANCE AND DO PASS"
Jackie Powell of Neighborhood and Community Services authorized a grant with the Guadulupe Center that focuses on an emergency assistance program. This program is designed to assist citizens with back mortgage,utilities, sometimes food and prescription cost.

Accepting and approving a $6,930.00 contract amendment with the Missouri Department of Health to provide additional funds for the Breastfeeding Peer Counselor Project of the Women, Infant and Children (WIC) Program; estimating revenue in the amount of $6,930.00; and appropriating it to the WIC Nutritional Program 1999 account.


NEIGHBORHOOD DEVELOPMENT COMMITTEE recommends "DO PASS"
Leanne Glenn of the Health Department for Maternal and Child Health.This contract is with Missouri Department of Health to provide funding for breast feeding training and encouragement to continue the breast feeding until the baby becomes 6 months of age. This will increase the WIC budget which does focus on breastfeeding.

Approving a $500.00 contract with the Italo American Cultural Foundation for sponsoring the "Opera Outreach" from the Neighborhood Tourist Development Fund (First Council District).


NEIGHBORHOOD DEVELOPMENT COMMITTEE recommends "ADVANCE AND DO PASS"
Shockey Franciscus spoke for the the Neighborhood Tourism Development Fund on the acceptance of a contract for $500.00 with the Italo American Cultural Foundation. It sponsors the Opera Outreach which is located at 544 Wabash and has performances in April 12-16 for all students and teachers to visit. The Opera Outreach will work in conjunction with UMKC conservatory to enlighten grade school children of the different levels of Opera. The liaison will visit students and teachers to instruct them concerning a featured Opera.

Approving a $5,000.00 contract with Harmony Grand Chapter District #2 for sponsoring the "Midwest Regional Conference Gala of the Grands" from the Neighborhood Tourist Development Fund (Fifth Council District).


NEIGHBORHOOD DEVELOPMENT COMMITTEE recommends "DO PASS"
Shockey Franciscus accepted the $5000.00 contract from the Neighborhood Tourist Development Fund for the Harmony Grand Chapter District #2. This Gala of the Grands was held on March 26-29, at the Adams Mark Hotel. Money will be used for the Midwest Region Conference gala of the grand. There will be approximately 50,000 members participating. Mrs. Lee Alexander from the Gala of the Grand was in attendance at the meeting. The goal of this conference is to bring the national conference to Kansas City in the year 2,000.

Approving a $3,500.00 contract with Scarritt Renaissance Neighborhood Association for sponsoring the "Scarritt Renaissance Calendar for the year 2000" from the Neighborhood Tourist Development Fund (First Council District).


NEIGHBORHOOD DEVELOPMENT COMMITTEE recommends "DO PASS"
Shockey Franciscus was the speaker for the approval of the contract with Scarritt Renaissance Neighborhood Association approving a $3,500.00 contract. This money is to develop a calendar for the year 2000. The calenders purpose is to feature twelve historic homes and one historic church in the northeast District and can be used as an instrumental marketing tool. This project focuses on bringing residents and tourist back to the city.

Accepting and approving a ten month $314,557.00 amended contract with the Missouri Department of Health to provide funding for maternal and child health services; increasing revenue in the General Fund in the amount of $78,316.00; reducing revenue in the General Fund in the amount of $92,095.00; increasing appropriations in the General Fund in the amount of $33,930.00; reducing appropriations in the General Fund in the amount of $47,709.00; and recognizing an emergency.


NEIGHBORHOOD DEVELOPMENT COMMITTEE recommends "DO PASS AS A COMMITTEE SUBSTITUTE"
Leanne Glenn R.N. MA Health Department accepted a contract amount of $314,557.00 between the Missouri Dept of Health and the Health Department for maternal and child health for women with high risk pregnancies. Also to improve the health status of infants and children in our community. This proposal will focus on identifying and enrolling children in the Missouri children's health insurance program.
