Approving an amendment to a previously approved preliminary plan in District CP-2 (Local Planned Business Center) on approximately a 10.0 acre tract of land generally located on the south side of N.W. Barry Road at N. Adrian Avenue. (10051-CP-11)


PLANNING, ZONING & ECONOMIC DEVELOPMENT COMMITTEE recommends "ADVANCE AND DO PASS"
Patty Noll, City Planning & Development Department, stated that the zoning for the project was granted in 1987 at that time there was a CP development approved which contained a gasoline station/convenient store. The purpose of the development plan is to allow expansion of the Barry Road animal hospital. Committee recommended approval.

Approving an amendment to a previously approved development plan in District GP-5 (General Planned Development District, Medium Density Residential Uses) on approximately a 73 acre tract of land generally located on the north side of N.W. Cookingham Drive, approximately 350 feet west of N. Congress Avenue/N.W. Interurban Road (west of Ferrelview). (11966-GP-2)


PLANNING, ZONING & ECONOMIC DEVELOPMENT COMMITTEE recommends "DO PASS"
Patty Noll, City Planning & Development Department, stated that the property is located west of the city limits of Ferrelview. She mentioned a 240 unit project that was approved for the development known as "North Creek Village", which is intended to be a manufactured housing community. There are several units and homes that have been placed upon the site within the past few months. The purpose of the plan amendment is to provide to residents an option to offer a garage. The plan proposes that the detached garages would be constructed on site to have the same vinyl siding as the homes. The plans shows compliance with the zoning ordinance requires front yard set back of 25 feet and 10 foot separation distance between the adjoining units. There is currently a proposed case before City Plan Commission to revised the text of the Mobil Home District, to permit a set back for the front yard for the garages to be reduced to 20 feet to allow more flexibility between the units. City Plan Commission recommended approval of the project. Councilman Ford, stated that he has seen pictures of the development and thinks it is an improvement to the area. He also expressed concerns regarding the set-backs. Dan Cofran, Attorney, concurs with staff's recommendation and request that the project be approved. Committee recommended approval.

Authorizing execution of the second of four one year options to a lease agreement with RBAPT, L.L.C., and authorizing an amendment of lease adding additional space, for lease payments in the amount of $78,027.50 plus payments not to exceed $4,816.00 for utility costs for Public Works Field Inspection Office space and private parking areas for 51 vehicles located at 8518 N. Oak.

Edgar Jordan, City Planning & Development Department, stated that the ordinance will authorize a contract with Community Development Corporation (CDC) of Kansas City to provide three types of services for a project for Health Midwest for relocation services. Committee recommended approval.

Repealing Ordinance No. 001424 which approved the plat of Cardinal Ridge - 2nd Plat, and approving in lieu thereof the plat of Cardinal Ridge - 2nd Plat, an addition in Kansas City, Jackson County, Missouri; accepting various easements; establishing grades on public ways; authorizing the Director of Public Works to execute certain agreements; and authorizing the City Clerk to record this ordinance and attached agreements.

Lee Dixson, Public Works Department, gave an overview of the ordinance. He stated that the plat is for a residential development, located at 40 Highway east of Noland Road. All of the grades and closures have been checked.

RESOLUTION - Approving the reappointment of Chester Wittwer and Ron Yaffe to the Tax Increment Financing Commission of Kansas City, Missouri.

Greg Williams, Mayor's Office, testified that the resolution is for two reappointments to the TIF Commission. Committee recommended approval.

Amending Chapter 80, Code of Ordinances, by amending Appendix A, Section 2.7, GP-7, Agricultural and low-density residential uses to include asphalt plants and concrete mixing plants as accessory uses to quarries.
