Enacting a new Chapter 88, Code of Ordinances, by adding Sections 88-10 through 88-825, which comprises the zoning and development code, and repealing Chapters 66 and 80.

Patty Noll, City Planning, testified on behalf of this ordinance. The following people testified: Maurice Smith, 12807 Cherry St. KCMO Mike White, KCMO resident Micheal Donnigan, KCMO resident Allen Langford, 1730 Walnut Delores Rowe, 4020 Mill Phil Scaglia, representing Americash, was present to answer questions from the committee. There are handouts on file in the City Clerk's Office.

RESOLUTION - Expressing the support of the Council for the remediation of blight by the Planned Industrial Expansion Authority of Kansas City, Missouri, in the Armour Gillham PIEA Area, including the relocation of utility lines; and directing the City Manager to assist in this effort.

Authorizing the Director of the City Development Department to enter into a $175,000.00 contract with Collins Noteis and Associates for the Black Heritage Economic Development Plan for an area generally bounded by 29th Street on the south, 9th Street on the north, Prospect Avenue on the east and Troost Avenue on the west.

John DeBauche and Randy Dunn, City Planning, testified on behalf of this ordinance. This ordinance will authorize the execution of $175,000.00 professional services contract with Collins Noteis and Associates for The Black Heritage District Economic Development Plan project. Chester Thompson, BEU, testified in support of this ordinance.
