Approving the preliminary plat of Brenview on approximately a 21.6 acre tract of land generally located on both sides of N.W. 52nd Terrace, between the cities of Houston Lake and Riverside.


PLANNING, ZONING & ECONOMIC DEVELOPMENT COMMITTEE recommends "DO PASS"
Don Gustafson, City Development Department, stated that the site was originally platted in 1961. The site is a strip of land located between the cities of Riverside and Houston Lake. The site is a 21.6 acre site of which 15.6 is within the city limits of Kansas City and six acres is in Riverside. The proposal is for 54 single family lots. An arial photo of the area was shown to the committee. City Plan Commission recommended approval with certain conditions. Jim Bowers, White, Goss, Bowers, March & Shulte, gave background information on the case. The case begun about 38 years ago when the city annexed the property in the early part of 1962. Immediately the city approved a plat for the property called "Brenview". When the property was platted problems arose because the legal description on the plat did not match the drawing of the plat. Because the property was never developed the correction was not made. An application was filed with the city development department to replat the property. Area residents spoke in opposition of the project.

Pat Sterrick, Economic Development Corporation, stated that the project area is located at 21st & Wyandotte. The project is for the redevelopment of the historic Safeway Store Office and warehouse. The developer plans to rehabilitate approximately 58,000 square feet of space made up of 40,560 square feet of 33 residential units, 6,350 square feet of retail and 11,105 square feet of restaurant/entertainment space. The total project cost is $4,579,198. The developer will reimburse all PILOTS (Payments In Lieu of Taxes) for the first ten years of the project. Committee recommended approval of the ordinance.

Pat Sterrick, Economic Development Corporation, stated that Project 27 calls for the redevelopment of the Arthel Building located at 1901 Main. The developer proposes to rehab 17,000 feet of space made up of 11,700 square feet of retail and 5,3000 square feet of office space. Committee recommended approval.
