Amending Chapter 80, Code of Ordinances, by repealing Section 80-220, Sign regulations in C-2, C-3, C-4, M-1, -2 and M-3 districts, and enacting in lieu thereof a new section of like number and subject matter that restricts the size and spacing of billboards.

Patty Noll, City Planning, testified on behalf of this ordinance. Tom Coyle, City Planning, answered questions from the committee. Patricia Jensen, White Goss Law Firm, representing Viacom and Lamar advertising companies who is in support of this ordinance. Carol Wintorow, Planning Council, is concerned with the ordinance that is currently in affect and also the proposed revision. Many councils in Kansas City would like to see the billboard section toughened and brought closer to what the state statues allow. Robert Raflow, 1202 W Ward Parkway KCMO, is in agreement with the proposed revision. KB Monroe, Wornell Rd. neighborhood representative, is requesting that a moratorium be put in place on the issuance on permits for large scale billboards. Dennis Neal, 8109 E. 91st Terr. KCMO, testified in support of the original ordinance not the proposed committee substitute. Mickey Elmaker, 500 W. 90th Terr KCMO, testified in support of this ordinance. Linda Cowan, 2807 Holly KCMO, testified in support of this ordinance. Judy Kworkin, 9401 Madison Ave. KCMO, testified in support of this ordinance. Sharon Hill, 603 E 111th St. KCMO, testified in support of this ordinance. The purpose of the revision to Section 80-220 is to increase the required distance from a proposed outdoor advertising sign to certain uses, with the intent of reducing the number of signs that could be erected.

This ordinance will allow a drive-through restaurant in addition to existing commercial uses at the Ward Parkway Shopping Center.
