Authorizing condemnation and taking of private property in fee simple for public use as Street Right of Way along North Green Hills Road, from the area of Green Hills Road, north of NW 88th Street to a point 400 feet north of Old Tiffany Springs Road, as well as authorizing the condemnation and taking of private property for public use as storm sewer and temporary construction easements in the same area for project “KCI Area TIF Project 6A, North Green Hills Road”, project number 89008140, all in Kansas City, Platte County, Missouri; providing for the payment of just compensation therefore; authorizing continued negotiations and purchase by the Department of Public Works; authorizing the filing of the petition for condemnation by the City Attorney on behalf of the City; and directing the City Clerk to record this ordinance in the office of the Recorder of Deeds for Platte County, Missouri.

Accepting the recommendations of the Public Works Standards Committee regarding certain amendments to the Public Works Standards and Design Criteria to be used in the construction of public improvements and the development of land or subdivision plats.

Ralph Davis, City Engineer, Public Works requested acceptance of the recommendations of the Public Works Standards Committee regarding certain amendments to the Public Works Standards and Design Criteria to be used in the construction of public improvements and the development of land or subdivision plats. That the amended Section 2300 – Incidental Construction of the Division II Construction and Material Specifications be adopted.

Amending Chapter 64, Code of Ordinances, by enacting a new Section 64-134, entitled “Private Quality Assurance & Quality Control Manager,” requiring the designation of a quality assurance and quality control manager by applicants for excavation permits; and establishing an effective date.

Ralph Davis, City Engineer, Public Works, suggested Amending Chapter 64, Code of Ordinances, by enacting a new Section 64-134, entitled "Private Quality Assurance and Quality Control Manager", to authorize the establishment and enforcement of a permittee requirement to name a construction manager contact who will be responsible for assuring that all excavation requirements will meet or exceed the City's adopted standards of excavation and restoration as outlined in excavation permits in public right of way.

 1. Presentation on bike lane configurations, including protective bike lanes.
 
 Deb Ridgeway, Bike Coordinator, Public Works conducted a presentation on the Bike KC Master Plan. Ms. Ridgeway outlined the goals of the plan, highlighted current standards for Conventional, Buffered, and Protected Bike Lanes. She also identified some of the benefits and outlined the impact of each of the three Bike Lanes including maintenance, infrastructure, pedestrians, and transit. A copy of the presentation is on file in the Office of the City Clerk.
 
 2. Update on construction projects, including street resurfacing and pavement analysis.
 
  Jeff Martin, Public Works provided a recap of street resurfacing over the last year. Mr. Martin provided an overview of how budget dollars for resurfacing were used. He also provided data about budget needs versus actual. Mr. Martin went on to say they are currently negotiating a contract for pavement analysis that will allow them to use data collected to determine appropriate action needed in each area, such as resurfacing, slurry seal, rejuvenation or crack seal which will allow for more accurate budget forecasting in the future. A copy of the presentation is on file in the Office of the City Clerk.
 
 3. There may be general discussion(s) on current Transportation and Infrastructure Committee issues.
 
 4. Pursuant to the following subsections of Section 610.021 of the Revised Statutes of Missouri, there may be a closed session to discuss: (1) legal matters, litigation, or privileged communications with attorneys, pursuant to subsection 1; (2) real estate, pursuant to subsection 2; (3) personnel, pursuant to subsection 3 and 13; and/or (4) sealed bids or proposals, pursuant to subsection 12.
