Authorizing a first amendment to the Agreement for Installation of Streetlights with the Gracemor-Randolph Community Council, dated September 26, 2001, for the purpose of modifying the sum to be contributed to the City and reducing an appropriation in the amount of $120,000.00 in the Streetlight GO Bond 2002A Fund; designating $250,000.00 of sanitary sewer funding in the 2004 General Obligation Bond Fund for the Bannister Acres Sanitary Sewer Project as an additional City contribution.

Councilman Bill Skaggs, was present to testify regarding the ordinance that requested that the final two payments of the assessments for streetlights in the Gracemor-Randolph neighborhood be waived. There was general discussion about the streetslights. The wooden poles that had be recommended by the city or not outdated and the city is recommending metal poles. For that reason the neighborhood association is asking that the fee be waived. The item was held for one week.

Accepting and approving a $355,002.00 contract agreement with the Missouri Department of Health and Senior Services that provides meals for children at various faith and community locations; and authorizing the execution of a catering contract with the Kansas City Missouri School District not to exceed $326,267.00.


PUBLIC SAFETY AND NEIGHBORHOODS COMMITTEE recommends "ADVANCE AND DO PASS, DEBATE"
Jackie Powell, NCS, explained that the summer meals program assist various faith based organizations and schools during the summer month by providing about 200,000 meals to school age students who would receive reduced or free lunches during the school. She said that hungry knows no season adding that some of the children served would go without a nutritious meal during the summer if it was for the program.

Authorizing the Director of Neighborhood and Community Services to execute contracts with various agencies for the U. S. Department of Housing and Urban Development Department Supportive Housing Program Grant for the provision of homeless services.


PUBLIC SAFETY AND NEIGHBORHOODS COMMITTEE recommends "ADVANCE AND DO PASS, DEBATE"
Jackie Powell, NCS, stated that the funds provided through this ordinance were a Supportive Housing Program Grant for the provision of homeless services. Services included rental assistance, utilities and things associated with finding, securing and maintaining housing.

Amending Chapter 48, Code of Ordinances, by repealing Sections 48-31, 48-61 to 48-66 and 48-68, and enacting in lieu thereof new Sections 48-31, 48-61 to 48-66 and 48-68 of like number and subject matter to revise enforcement and abatement procedures when nuisance conditions are found.

David Park, NCS, stated that this ordinance was a continued efford to streamline the nuisance code violation. A hand out is in NCS OFFICE.
