Approving the plat of Granada Oaks - Fourth Plat, an addition in Kansas City, Clay County, Missouri; accepting various easements; establishing grades on public ways.


PLANNING, ZONING & ECONOMIC DEVELOPMENT COMMITTEE recommends "ADVANCE AND DO PASS"
Dion Waldon, Public Works Department, stated that the plat will create 19 single family lots. All of the grades and closures have been checked and he recommended approval. Marilyn Lewis, applicant spoke in support of the plat.

Councilman Ford stated that staff is doingadditional drafting of the ordinance. It was the consensus of the committee to hold the ordinance for two weeks.

Amending Chapter 80, Code of Ordinances, by adding a new section to be known as Section 80-11A0457, rezoning an area of approximately 37.23 acres generally located on the west side of Lee Summit Road, approximately 700 feet south of U.S. 40 Highway from Districts R-4 (Low Apartments) and R-4-p (Low Apartments - Limited District) to District R-4 (Low Apartments). (9789-P-6)

Charles Renner, Attorney stated that they (developers) met with neighbors regarding the project. At the meeting the neighbors expressed their concerns regarding the area. 1) Traffic issues; 2) solution for the congestion on Lee Summit Road; 3) a student citizenship program for the Lee Summit School District and 4) a reduction in density. Three of which the developer agreed with. Councilman Ford, stated that it is his understanding that the reason for the reduction in density is because of traffic conerns on Lee Summit Road. He also expressed concerns regarding a traffic study. Mr. Perveccio, Blue Valley Home Association, stated the primary concerns are traffic and safety. They (Homes Association) requested at 10% reduction.The order concern is the number of units in the area that is due to the fact that Housing Authority of Kansas City referencing to the last census tract indicated that the percentage of low income housing is 25 to 30 percent.

PLANNING, ZONING & ECONOMIC DEVELOPMENT COMMITTEE recommends "DO PASS AS A COMMITTEE SUBSTITUTE"
Dion Waldon, Public Works Department stated that the plat will approve two tracts of land for multi family units. Public Works Department recommends approval with certain conditions relating to the agreements.

Approving the plat of Bristol Highlands Sixth Plat, an addition in Kansas City, Clay County, Missouri; accepting various easements; and establishing grades on public ways.

Dion Waldon, Public Works Department stated that the plat will approve 37 single family lots on 6.9 acres. Dan Wisekirk, (representing the applicant) spoke in support of the project.
 
 There will be a closed session to discuss a Real Estate Transaction pursuant to RSMo 610.021(2).
