RESOLUTION - Concurring with the intention of the Planned Industrial Expansion Authority of Kansas City, Missouri, to accept the proposal of 1712 Main, LLC for the redevelopment of the 1712 Main Street project in the Crossroads PIEA Area.


PLANNING, ZONING & ECONOMIC DEVELOPMENT COMMITTEE recommends "IMMEDIATE ADOPTION"
Steve Sparks, Bryan Cave Law Firm, testified on behalf of this Resolution. He testified about the project and it's location. The cost for the project are slightly in excess of $6 million. He testified about the requested tax abatement.

RESOLUTION - Concurring with the intention of the Planned Industrial Expansion Authority of Kansas City, Missouri, to accept the proposal of Block 110 Residential, LLC, for the redevelopment of the Cordish project in the Downtown Loop PIEA Area.

Steve Sparks, Bryan Cave Law Firm, testified on behalf of this Resolution. The project is a 25 story residential tower located at 13th and Walnut. There will be approximately 300,000 market rate residential units. The estimated cost for the project is approximately $70 million. 25 story

Authorizing the execution of a Third Amendment to Funding and Acquisition Agreement between City, Tax Increment Financing Commission of Kansas City, Missouri, Planned Industrial Expansion Authority of Kansas City, Missouri, East Village, LLC, and Swope Community Builders; and authorizing the execution of a Second Amendment to Lease Agreement and Third Amendment to Lease Agreement between the City and Swope Community Builders.

Andrew Bracker, City Planning and Development, gave the staff report for this Ordinance. The Ordinance estimates revenue from the sale of Missouri brownfields remediation tax credits earned on the 1400 Main St., Empire Theater project within the KC Live Entertainment District. The proceeds reimburse expenditures incurred during the project. No local match requirement applies to this revenue. No additional appropriation of City funds is necessary to receive this revenue.

RESOLUTION - Amending the Truman-Plaza Area Plan, on approximately a 0.57 acre tract of land generally located on the north side of Independence Boulevard, between Olive Street and Park Avenue, by changing the recommended land use from residential medium-high density to mixed-use neighborhood. (693-S-2).

Olufu Agbaji, City Planning and Development, gave the staff report on the Resolution. The parcels under review are part of Lots 1 and 2 of Marty's Addition. There is an existing gas station and a commercial building along Olive Street. The building has been used for various retail commercial operations. The parcel along Park Avenue is vacant/undeveloped. The existing gas station and the commercial building are on separate parcels. The subject site is in the Kansas City Register of Historic Places as the Pendleton Height Historic District, designated on may 22, 2008.

Councilman Brooks, testified on behalf of the Ordinance. His testimony centered around 6005 Prospect. He testified that this is the only parcel that has a structure on it. Chairman Ford recalled that when staff gave their report the previous week, the general consensus was that all City Departments have been notified that this land was in excess to the needs of the City and no interest has been expressed in retaining the land for future public use.

 1. Discussion on the Economic Incentive Policy.
 
 Chairman Ford discussed the direction on the progress of the work session that was held to discuss the Economic Incentive Policy. He requested that if the Committee was not pleased with the direction of the work session that they speak with him privately.
 
 2. There may be discussion of Council Priorities relating to economic development.
 
 3. There may be general discussion regarding current Planning, Zoning and Economic Development issues.
 
 4. Pursuant to the following subsections of Section 610.021 of the Revised Statutes of Missouri, there may be a closed session to discuss: (1) legal matters, litigation, or privileged communications with attorneys, pursuant to subsection 1; (2) real estate, pursuant to subsection 2; (3) personnel, pursuant to subsection 3 and 13; and/or (4) sealed bids or proposals, pursuant to subsection 12.
 
 The City Clerk`s Office now has equipment for the hearing impaired for use with every meeting. To check out the equipment please see the secretary for each committee. Be prepared to leave your Driver`s License or State issued Identification Card with the secretary and she will give you the equipment. Upon returning the equipment your license will be returned.
