David Parks, testified on behalf of this ordinance. A bill passed by the Missouri Legislature and signed by the Governor allows the City of Kansas City, Missouri, to establish a land bank. After the bill goes into effect on August 28, 2012, the city council must adopt an ordinance to establish the Kansas City Land Bank. The purpose for the land bank is to return abandoned properties to productive use and reduce the blight that exists in the neighborhoods where they are located. Testimony Councilman Sharp

Amending Committee Substitute for Ordinance No. 110910 which authorized the issuance of taxable industrial revenue bonds in a maximum aggregate principal amount not to exceed $200,000,000.00 by repealing Sections 2, 3, 4, 5 and 6 and enacting in their place new Sections 2, 3, 4, 5, and 6; authorizing issuance of such bonds for Plaza Vista LLC (formerly known as VA West Properties, LLC) and Polsinelli Shughart PC, for the purpose of constructing, equipping, and furnishing an office building and hotel located at 4840 Roanoke Parkway; and authorizing and approving certain other documents.

The project anticipates approximately 750 new and retained jobs with an average office salary between $45,000-85,000 per year.

Amending Ordinance No. 080023, which approved an amendment to a previously approved preliminary plan in District URD on approximately a 147.65 acre tract of land generally located on the south side of 63rd Street, west of Winchester Avenue, and the northeast corner of 65th Court and Winchester Avenue, by repealing subsections A.2, A.3, and A.4 of that ordinance to eliminate certain street improvement conditions.

 There may be discussion of Economic Development Priorities. Joan Putthoff, Working Families Friends, lead a discussion regarding the Low Income Housing Weaterization Program. The pilot program was intended to put unemployed members of the Laborers Union to work and to pay a higher "living wage" which exceeded what the city's current program was paying. The goal of the program is to complete 160 houses with the average cost per home being $6500.00. To date, 120 homes are complete and 28 are in progress, with an averge of $5986.00 spent per home. The current contract ends in September, and a request has been made to extend the contract to at least November, to complete current projects and to expend the rest of the funds. The handout is on file in the City Clerk's Office. There may be general discussion regarding current Planning, Zoning and Economic Development issues. Pursuant to the following subsections of Section 610.021 of the Revised Statutes of Missouri, there may be a closed session to discuss: (1) legal matters, litigation, or privileged communications with attorneys, pursuant to subsection 1; (2) real estate, pursuant to subsection 2; (3) personnel, pursuant to subsection 3 and 13; and/or (4) sealed bids or proposals, pursuant to subsection 12. The City Clerk's Office now has equipment for the hearing impaired for use with every meeting. To check out the equipment please see the secretary for each committee. Be prepared to leave your Driver's License or State issued Identification Card with the secretary and she will give you the equipment. Upon returning the equipment your license will be returned.
