Larry Stice testified on behalf of this ordinance. Summit Street is a constructed two-lane two-way public street whose right of way extends about 460 feet south of W 103rd Street. Streetlights and a sidewalk exist on the east side of the street; on-street parking is permitted on the west side. The public street is bordered on both sides by automobile dealerships. Beyond the end of the right of way, a private drive aisle continues south between additional automobile sales areas.

Rezoning an area of approximately 18.75 acres generally located on the east side of U. S. Highway 169 between N.W. 95th Terrace and N.W. 96th Street from District R-1.5 to District MPD, and approving a preliminary development plan for the same. (13311-MPD-6)

City Planning and Development addressed the Committee. This undeveloped parcel has about 1,600 feet of frontage on the east side of U. S. Highway 169, between NW 95th Terrace to the south and NW 96th Street to the north, with about 800 feet and 850 feet of frontage on those respective streets. A new interchange of Highway 169 and NW 96th Street recently opened and the former access to Highway 169 from NW 95th Terrace has been closed. NW 96th Street is a four-lane facility with center median; NW 95th Terrace is a two-lane street. The site is bordered to the east by future phases of the Steeple Oaks multifamily residential development. The site slopes moderately from west to east and is partially wooded in its southern portion

City Planning and Development addressed the Committee. The applicant’s representative states that the site has been used as a rock quarry since the 1940’s. More recently, the City Council approved the existing 824 acre site for an existing quarry to remain and also for an asphalt plant (See Case No. 12175-GP-2). The applicant/s are requesting to expand only the below ground use from the existing and approved 824 acre area to a 1629 acre area. The above ground activity will not expand and will continue to be operated at its current level and use.

PLANNING, ZONING & ECONOMIC DEVELOPMENT COMMITTEE recommends "BE ADOPTED AS A SECOND COMMITTEE SUBSTITUTE"
City Planning and Development addressed the Committee. This ordinance will establish policies governing the creation of future CIDs, require certain information to be contained in any petition, provide for cooperative agreements with the city when certain tasks are to be undertaken, and establish a standard term of duration which may be extended under certain circumstances. Existing and CIDs currently in the process of being established are grandfathered.
