Amending Chapter 2 of the Code of Ordinances by repealing Section 2-1614 and enacting in its place new Section 2-1614 which adds a subsection to allow the use of banks not within the city and/or banks within the City acting on behalf of an agent or private contractor of the City; and repealing Section 2-200 and enacting in its place a new Section 2-200 which adds a subsection to allow agents or private contractors acting on behalf of the City to deposit funds collected by them to the City bank account on terms determined by ordinance of the City Council.


FINANCE AND AUDIT COMMITTEE recommends "DO PASS"
Randy Landis, Finance Department, testified on behalf of this ordinance. This ordinance would change Section 2-1614 in that it would allow the use of banks not within the city and banks within the city to act on behalf of an agent or private contractor. In Section 2-200 the new section will allow for agents and contractors to deposit funds collected by the to the city's bank accounts. A copy of the presentation is on file in the City Clerk's Office.

Authorizing the Director of Finance to accept the proposal of Banc of America Leasing & Capital, LLC to finance the acquisition of golf course equipment to be used by the Parks and Recreation Department for operation at Minor Park Golf Course in the principal amount of $150,000.00 and to execute any and all documents and agreements necessary under the master lease purchase agreement; estimating and appropriating $150,000.00 in lease proceeds; declaring the intent of the City to reimburse itself from the lease purchase proceeds for certain expenditures; designating requisitioning authority, and recognizing an emergency.

RESOLUTION - Providing authorization to proceed with the development of financing for various city-wide strategic public improvements and capital maintenance projects through the issuance of tax-exempt general obligation bonds by the City in an approximate principal amount not to exceed $20,000,000.00; authorizing certain other actions pursuant thereto; and making a declaration of official intent to reimburse.


FINANCE AND AUDIT COMMITTEE recommends "BE ADOPTED"
Randy Landis, Finance Department, testified on behalf of this resolution. On November 5, 2002, the voters of the City of Kansas City, Missouri passed/approved the issuance of GO Bonds. The purpose was to pay the cost of construction, renovation, furnishing and equipping for various downtown and city-wide projects. This resolution will state the council's intent to authorize the Director of Finance to proceed with financing to complete the projects. The projects include: sidewalks, streets, curbs, storm and sanitary sewers and waterworks systems, etc.

RESOLUTION - Establishing a policy regarding emergency plans for large outdoor events at City-owned facilities.


FINANCE AND AUDIT COMMITTEE recommends "IMMEDIATE ADOPTION"
Rich Noll, Assistant City Manager, testified on behalf of this resolution. This resolution and ordinance 030590 are related. Both, resolution and ordinance would allow for an emergency plan to be put in place for the city in case of a major weather problem during an outdoor event. Councilman Bill Skaggs sponsored the ordinance and resolution. Councilman Skaggs was concerned that the city has no emergency plan in place for outdoor events. Ordinance 030604 would allow the City Manager to put in place an ordinance for city owned facilities.
