Laura Whitener, EDC stated the ordinance deals with the downtown library district. The TIF will help to support the financing for the parking garage, addition to street scape. A neighborhood improvement area has been developed Project 1 includes the library. John Yacos, and Michael O'Flaherty agrees with the project.

Robert Stevenson, 5604 Paseo, spoke in support of project. Jane McQueeny, resident spoke in opposition of the project. Transitory high school age in the area with young children. Darryl Banks, resident, spoke in support of the project. He stated that the students at the school deserves a chance to have a healthy environment. Mary Murphy, resident, opposed the University Academy. Larry Williams, resident, spoke in support of the project. Mary Bradley, resident, spoke in opposition of the project. Steve Acklin, Students Records Manager, spoke in support. Damon Hall, resident, spoke in support of project. Aaron March, attorney stated that the school can't be built properly unless 68th Street is moved to the north.
