PLANNING AND ZONING COMMITTEE recommends "DO PASS"
Olofu Agbaji, City Planning, testified on behalf of this ordinance. This ordinance will allow for a 17,000 square foot church chapel, and a future church community life building and additional church uses on the north side of 112th Terrace, approximately 310 feet west of Hickman Mills Drive.

Larry Stice, City Planning, testified on behalf of this ordinance. Scott Cargill, Lutjen Inc., was present to answer questions from the committee. This ordinance will allow for development of industrial uses on both side of Botts Road south of Missouri Highway 150. There is a handout on file in the City Clerk's Office. RESOLUTION - Amending the Standing Rules to add a Standing Rule 22-C, Appointments to boards and commissions, to require that appointments requiring Council approval be made by ordinance.


PLANNING AND ZONING COMMITTEE recommends "HOLD ON AGENDA (9/9/2009)"
Councilman Ford gave testimony regarding this resolution. This resolution will help the council set a policy as to which commission appointments should be heard in committee. The committee requested that this be held.

Approving a Development Assistance Agreement between Citadel Plaza, LLC and Block & Company, Inc. in connection with the Southtown Urban Life Development Tax Increment Financing Plan; approving the form of First Amendment to Cooperative Agreement to be executed by the City, the Tax Increment Financing Commission of Kansas City, Missouri, and Citadel Plaza LLC, and authorizing the City Manager to execute the First Amendment to Cooperative Agreement in such form; and determining that all requirements prior to the advance of City funds have been satisfied.

Jacob Dobsch, City Planning, testified on behalf of this ordinance. Jim Bowers, White Goss, was present to answer questions from the committee. This ordinance will consider approval of an amended community unit project plan in District R-1b (one family dwellings) to allow 152 single family dwellings, 41 multi family units in 14 buildings and multiple private open space and stormwater detention tracts in four phases on the west side of N Brighton Avenue between NE 57th Street and NE 59th Terrace. Handouts are on file in the City Clerk's Office.
