Larry Stice testified that this ordinance pertains to the rezoning Rockhurst University. This is a 20 year 3 phase plan to rezone the entire campus as one District- MPD District. There was also an abundance of public testimony regarding this topic.

Authorizing the City Manager to execute an agreement not to exceed $2,200,000.00 with Blue Hills Community Services Corporation to repurpose and retrofit an existing building at 5008 Prospect Avenue, located in the Green Impact Zone, with funds made available by the American Recovery and Reinvestment Act of 2009 and the U.S. Department of Energy’s Energy Efficiency and Conservation Block Grant - Better Buildings Program.

City Planning and Development addressed the Committee. The purpose of the contract with Blue Hills Community Services (BHCS) is to support the EnergyWorks KC initiative goals with the repurposing of an existing , vacant 14,168 square foot building located at 5008 Prospect in the Green Impact Zone in Kansas City, Missouri, and, thereby, to create a business incubator for small business start-ups focused on the green economy. In the process, BHCS will create a highly visible green building and will enhance the transformation of a major commercial corridor along Prospect Avenue. The project will promote small green business development and enhance the growth and development of small business contractors by increasing capacity to provide neighborhood energy efficeincy and revitalization services. The project will create sustainable, green job opportunities for neighborhood residents. The total commitment from EECBG is $2,200,000 for energy efficient building renovation to a minimum LEED-Silver standard. BHCS has a goal for inclusion of MBE/WBE business equal to 17% MBE and 11% WBE of the total dollar value of the contract.

There was testimony regarding this ordinance by Claude Page. Mr. Page gave a brief history of the project affected by this ordinance. He explains that this ordinance will allow Union Hill to use reserved monies in a more direct fashion. THat fashion will esentially eliminate the middle man (the City) as it pertains to paying their bills.

Project: CR201110470 (SE30 191) The LDS Church New Stake Center 6751 NE 70th (ulility, water and drainage easements) Due to lot and facilities realignment, portions of these existing easements are being released and new easements will be established. Project: CR20120009 (SE30 194) Petco Retail Shell (Lot 8 North Oak Village) 600 NE Vivion (Sanitary Sewer Easement) Due to facility locations and the location of the proposed structure, a small section of the easement is being released.

 1. There will be discussion of Economic Development Priorities.
 
 Councilman Reed testified regarding an ordinance to be discussed at the Legislative Session of the Council on Thursday, November 3.
 
 2. Discussion regarding a future re-development plan for the Jazz District and proposed resolution.
 
 3. There may be general discussion regarding current Planning, Zoning and Economic Development issues.
 
 4. Pursuant to the following subsections of Section 610.021 of the Revised Statutes of Missouri, there may be a closed session to discuss: (1) legal matters, litigation, or privileged communications with attorneys, pursuant to subsection 1; (2) real estate, pursuant to subsection 2; (3) personnel, pursuant to subsection 3 and 13; and/or (4) sealed bids or proposals, pursuant to subsection 12.
 
 The City Clerk's Office now has equipment for the hearing impaired for use with every meeting. To check out the equipment please see the secretary for each committee. Be prepared to leave your Driver's License or State issued Identification Card with the secretary and she will give you the equipment. Upon returning the equipment your license will be returned.
