Amending Section 68-449, Code of Ordinances, by adding long-term strategic planning criteria for the Central City Economic Development Sales Tax Board to consider prior to making recommendations on the use of the Central City Economic Development Sales Tax Fund.


SPECIAL COMMITTEE ON HOUSING POLICY recommends "DO PASS AS A COMMITTEE SUBSTITUTE"
Councilman Ellington provided the presentation for this ordinance. This ordinance amends Section 68-449, Code of Ordinances, by adding long-term strategic planning criteria for the Central City Economic Development Sales Tax Board to consider prior to making recommendations on the use of the Central City Economic Development Sales Tax Fund. There was public testimony in favor of this ordinance.

Requiring that projects which are primarily residential in nature and are seeking economic incentives in the nature of the capture and redirection, or abatement or exemption of taxes to contain a minimum of fifteen (15) percent of the projects’ total number of units being deemed affordable for households having incomes equal to or below seventy percent (70%) of the median income for all households within Kansas City, Missouri.


SPECIAL COMMITTEE ON HOUSING POLICY recommends "HOLD ON AGENDA (10/2/2019)"
This ordinance requires that projects which are primarily residential in nature and are seeking economic incentives in the nature of the capture and redirection, or abatement or exemption of taxes to contain a minimum of fifteen (15) percent of the projects’ total number of units being deemed affordable for households having incomes equal to or below seventy percent (70%) of the median income for all households within Kansas City, Missouri. There was public testimony in favor of this ordinance, and speaker cards are on file with the City Clerk’s Office. Kerry Tindall, City Managers Office, will provided the Council with programs from other City’s that address housing costs.

RESOLUTION - Accepting the recommendation of the Central City Economic Development Tax Board to fund an economic development project proposed by KC Town Hall located at 36th Street and Indiana Avenue in Kansas City, Jackson County, Missouri in the amount of $490,539.00 and authorizing the City Manager to negotiate a Funding Agreement for that purpose.


SPECIAL COMMITTEE ON HOUSING POLICY recommends "BE ADOPTED AS A SECOND COMMITTEE SUBSTITUTE"
Julia Fredenburg, Founder and Project Manager of KC Town Hall, provided the presentation for this resolution. This resolution accepts the recommendation of the Central City Economic Development Tax Board to fund an economic development project proposed by KC Town Hall located at 36th Street and Indiana Avenue in Kansas City, Jackson County, Missouri in the amount of $490,539.00. This project satisfies a need for the community by offering mentorship and opportunities for small businesses. This resolution includes: building a restaurant, a restaurant incubator and apartments. There was public testimony in favor of this ordinance.

Amending Section 68-449, Code of Ordinances, to increase the composition of the economic development tax board for the Central Economic Development Sales Tax from five members to nine members and designating two of the City representatives to be a Councilmember representing the Third District and a Councilmember representing the Fifth District.
