Authorizing an increase in the contingency of a contract with Blue Nile Contractors, Inc., in the amount of $120,000.00; and recognizing an emergency. 


FINANCE, GOVERNANCE & ETHICS COMMITTEE recommends "ADVANCE AND DO PASS AS A COMMITTEE SUBSTITUTE, DEBATE"
Terry Leeds, Acting Director of Water Services, stated that this ordinance would allow for the small main replacement program to continue. The area in question was located in the Terrace Lake area of south Kansas City. Andrew Shively, Water Services, stated that all small main replacement should be completed by next summer with over a total of 120 2" mains being replaced. Mr. Leeds and Mr. Shively explained to the committee the various uses of different size mains that are used in residential and rural areas of the city.

Amending Article VIII of the Administrative Code of Kansas City, Missouri, relating to the Classification and Compensation Plan, by repealing Sections 2-1075, 2-1076, 2-1077, 2-1078, 2-1079, and 2-1080 which re-titles three classifications, implements the first phase of the Temporary Emergency Procedures pay settlement agreement with the International Association of Fire Fighters, Local 42, and implements wage provisions of the addendum to the Memorandum of Understanding (MOU) with Local 500, American Federation of State, County and Municipal Employees, AFL-CIO and provides a three percent across-the-board annual wage adjustment for employees covered by Local 42 and a three percent across-the-board cost of living pay increase to employees covered by Local 500 and non-exempt M-Class employees.

Gary O'Bannon, Director of Human Resources, stated that this ordinance implements the third phase of agreements between the City and employee labor groups. Two previous phases have been implemented. The wage increases are scheduled to take affect on November 6, 2011.

Estimating revenue in the General Fund in the amount of $160,000.00; reducing the Contingent Appropriation in the General Fund by $70,000.00; appropriating $230,000.00 to the Neighborhood and Community Services Department; authorizing the Director of Neighborhood and Community Services to execute a contract with Kansas City Pet Project for the operation of the animal shelter; and recognizing an emergency.

This item was held a week at the request of staff and sponsor.
 
 Staff from the City Auditor’s Office will present a Scope Statement: Accounts Payable Payment Analysis. Gary White, City Auditor, explained that the City of Kansas City pays out over a billion dollars a year and felt that there should be some type of accountability for those payments. The purpose of the audit is to make sure that the procedures in place are adequate and protect the City's assets from fraudulent activities. There may be general discussion(s) on current Finance, Governance & Ethics Committee issues. Pursuant to the following subsections in 610.021 of the Revised Statues of Missouri, there may be a closed session to discuss: Legal matters, litigation or privileged communication with attorneys, pursuant to subsection 1; Real Estate, pursuant to subsection 2; Personnel, pursuant to subsection 3 & 13; Sealed bids or proposals, pursuant to subsection 12; Negotiations with employee groups, pursuant to subsection 9. The City Clerk's Office now has equipment for the hearing impaired for use with every meeting. To check out the equipment please see the secretary for each committee. Be prepared to leave your Driver's License or State issued Identification Card with the secretary and she will give you the equipment. Upon returning the equipment your license will be returned.
