Approving the preliminary plat of South Oak on an approximately 0.62 acre tract of land generally located at the northwest corner of East 85th Street and Oak Street. (SD 0983)


PLANNING, ZONING & ECONOMIC DEVELOPMENT COMMITTEE recommends "ADVANCE AND DO PASS"
Tim Parks, City Planning and Development Department, testified on behalf of this ordinance. This project is located on E. 85th Street that consist of three single family homes on two unplatted tax parcels. Two of the homes are located on one tax parcel and that is in violation of the zoning ordinance. This ordinance would provide a preliminary plat of the three lots to where the home owner will correct the zoning non-conformity.

Amending Chapter 80, Code of Ordinances, by adding a new section to be known as Section 80-11A0394, rezoning an area of approximately 11.42 acres generally bounded by N.E. Flintlock Road, N.E. 98th Street, and N.E. Cookingham Drive (Missouri Highway 291) from District R-1aa (One-Family Dwellings) to District R-1a (One-Family Dwellings). (11771-P-4)


PLANNING, ZONING & ECONOMIC DEVELOPMENT COMMITTEE recommends "ADVANCE AND DO PASS"
Virginia Walsh, City Planning and Development Department, testified on behalf of this ordinance. This ordinance involves several hundred acres. This is an amendment to a previously approved community unit project plan. The purpose of this amendment is to delete a large area on the north side of NE 96th Street to allow for the parcel to be developed by a different developer. This would also delete a parcel towards the south end of the area of N. Flintlock Road that has been platted and sold for a single family home. The second ordinance would amend the Hills of Montclair Development Plan. This would allow for the project in the first ordinance to take place. The third ordinance would approve a plan for the same area on the north side of NE 96th Street and west of Highway 291. This area is undeveloped and most of the frontage is along 96th Street. The changes include: retention enlargement of and existing pond for storm water drainage and smaller pond on the other side. There will be more open green space, most of it will be around the large pond.

Flintlock Road, for the purpose of deleting an approximately 99.65 acre tract of land from said Community Unit Project. (11771-CUP-5)

Authorizing execution of a $50,000.00 contract with the Planned Industrial Expansion Authority of Kansas City, Missouri, for preparation of a Development Plan and Blight Study for the Troost Corridor; reducing the appropriation in the amount of $50,000.00 in the Mt. Pleasant Development account in the Capital Improvements Fund; and appropriating it to the Troost Corridor Development Plan account in the Capital Improvements Fund; and designating requisitioning authority.

Claude Page, City Planning and Development Department, testified on behalf of this ordinance. This is a project that has been in the making for two years. City Planning has been working to try and get the Planned Industrial Expansion Authority (PIEA) to do this Blight Study/Development Plan so that incentives can be in place for development to happen along the Troost Corridor (27th Street to 47th Street). The first study would occur between 30th and 39th Street on Troost. The money that will pay for this study will come from the prior Mount Pleasant Project (no longer in operation). Al Filgey, PIEA, testified saying the PIEA will use things funds to perform blight studies and general development plan for the area. There are several potential development projects that could occur in the area provided that the right incentives are in place.

This ordinance would authorize the department to carry over prior year grant funds from the Minority Business Opportunity Grant (MBOG).These grants are received from the Department of Commerce. This is the third year of the grant.

Adopting certain revisions to the Major Street Plan for Kansas City by amending the Major Street Plan to delete the old alignment of 87th Street between Hickman Mills Road and realigned 87th Street and directing the City Clerk to file certain documents with the appropriate offices.
