The project location is on the west side of N Indiana north of relocated Barry Road. The project will be completed in six phases. Committee recommended approval of the ordinances.

Council gave staff direction to do what was necessary to protect the city's interest. Dick King, Attorney stated the agreement has been executed by both parties. Councilman Rowland, spoke in opposition of the land transfer.

Mayor Barnes spoke in support of the project stating that the project is viable and important to the city. Aaron March, Polsinelli & White and David Allmon gave a thorough update regarding the design, leasing and financing status of the project. Slides were shown of other cites and models depicting the Power and Light District. Planning ideas were also summarized. Councilmembers Cooper and Nash expressed concerns regarding a time table of seeing tangible results of the project. Reid Friedman, 3348 Peachtree, Atlanta Georgia stated that Phase I of the project is to start this summer it will cost approximately $400,000.00. There has been tremendous feed back regarding tenant spacing. The tenants do not want to be identified at this time. Several citizens voiced their opinion on the project.

RESOLUTION - Approving the 2000 Consolidated Housing and Community Development Action Plan in accordance with the National Affordable Housing Act of 1990, as amended; authorizing submission of said Plan to the U.S. Department of Housing and Urban Development; and certifying said Plan.

Denise Phillips, Manager of FOCUS, gave the committee a overview of the relationship between the consolidated plan and FOCUS plan in which it would allow money to be made available to the neighborhoods to implement some of the desires from their neighborhood assessments. Money is be made available for ten stabilization neighborhoods. Residents from area neighborhoods testified in support of the ordinance requesting funding.
