Accepting a United States Environmental Protection Agency Brownfields Coalition Assessment Grant in the amount of $600,000.00; estimating revenue in the amount of $600,000.00 in the Brownfields Fund; appropriating funds to certain accounts within the Brownfields Fund; designating requisitioning authority; authorizing the execution a Memorandum of Agreement with certain coalition partners; and authorizing further acts.

Andrew Bracker, Brownfields Coalition for City Planning and Development, testified on behalf of this Ordinance. He explained that this Ordinance authorizes the acceptance of a $600,000 grant that will allow further development on the City's brownfields. He did mention that this is a bi-state venture with Kansas. He explained that the Memorandum of Agreement designates how much of the grant is spent in Kansas and how much of the grant is spent in Missouri.

Declaring the area included within the E. 27th Street & Troost and Mt. Prospect Redevelopment Project Areas of the Fifth Amended Hospital Hill II Urban Renewal Plan to be a blighted area in need of redevelopment and rehabilitation pursuant to the Land Clearance for Redevelopment Authority Law.

Sterrett Urban, LLC conducted a blight study documenting the physical conditions of the targeted areas in March and April 2013. The dominative blighting factors included the presence of unsafe or insanitary conditions (including overgrown vegetation, cracked, uneven or obstructed sidewalks, trash and debris and graffiti) as well as the deterioration of site improvements such as walls and fences, curbs, streets and gutters. The Land Clearance for Redevelopment Authority approved the updated blight study for both project areas on July 24, 2013.
