Estimating revenue in the amount of $200,000.00 from vehicle licenses tax and appropriating $500,000.00 for parks maintenance and community center programming enhancements.


NEIGHBORHOODS & HEALTHY COMMUNITIES COMMITTEE recommends "DO PASS"
Mark McHenry, Director of Parks and Recreation Department, testified on behalf of this Ordinance. Mr. McHenry explained where exactly these funds would be placed once the revenues began to come in. He stated the collections for this revenue would begin in January 2013. Eric Clevenger, Finance Department, stated that there is no new billing taking place. The current collection efforts pertain to bill that have already been sent out.

Creating a new department to be known as the Neighborhoods and Housing Services Department by amending Chapter 2, Administration, Code of Ordinances, Division 13, by repealing the title and Sections 2-521 through 2-529 and enacting a new title and new Sections 2-521 through 2-525 and by repealing Chapter 2, Administration, Code of Ordinances, Division 15, Housing and Community Development Department.


NEIGHBORHOODS & HEALTHY COMMUNITIES COMMITTEE recommends "ADVANCE AND DO PASS, DEBATE"
John Wood, Director of Neighborhoods and Housing Services Department, addressed the Committee. He informed the Committee that the new department has been operable since May 1, 2012. This Ordinance will codify the combination of the Department. This Ordinance will create a more efficient department. David Park, Deputy Director of Neighborhoods and Housing Services Department, also addressed the Committee. He testified that the Correctional Services part of the Department was not consolidated in this effort. There were questions about the loss of work force. Mr. Wood stated that he could not foresee whether or not a reduction in work force was imminent. Kimiko Gilmore and Deletta Dean testified as well.

Pursuant to the following subsections 610.021 of the Revised Statues of Missouri, there may be a closed session to discuss: Legal matters, litigation or privileged communication with attorneys, pursuant subsection 1; Real Estate, pursuant to subsection 2; Personnel, pursuant to subsection 3 & 13; Sealed bids or proposals, pursuant to subsection 12.

Be prepared to leave your Driver's License or State issued Identification Card with the secretary and she will give you the equipment. Upon returning the equipment your license will be returned.
