This Ordinance, if approved, provides for the approval of the 7th Amendment to the Chouteau I-35 TIF Plan. The Seventh Amendment to the Chouteau TIF Plan proposes to revise the Redevelopment Project Costs budget. The changes include adding an additional $223,000 for the Chouteau Housing Assistance and Maintenance Program (CHAMP). This program will focus initially on implementing the North Jackson Neighborhood Action Plan housing improvement activities.

The Neighborhoods and Housing Services Department receive grant funds annually from Ameren Missouri, Kansas City Power and Light, and Missouri Gas Energy for the purpose of providing weatherization services to low income applicants. Approximately 450 homes will be assisted with these grant funds. Assistance includes the installation of CFLs, high efficiency furnaces and the installation of attic, wall and floor insulation.

Accepting the recommendations of the Tax Increment Financing Commission as to the Sixth Amendment to the Winchester Center Tax Increment Financing Plan; approving the Sixth Amendment to the Winchester Center Tax Increment Financing Plan; accepting the recommendation of the Tax Increment Financing Commission as to the termination of the Winchester Center Tax Increment Financing Plan; terminating the Winchester Center Tax Increment Financing Plan; declaring as surplus those funds within the special allocation funds established in connection with the Winchester Center Tax Increment Financing Plan in excess of $2,832,000.00; authorizing the distribution of such surplus funds to the taxing jurisdictions; estimating and appropriating $8,354,865.28 for the purposes of fulfilling the obligations under the Sixth Amendment to the Winchester Center Tax Increment Financing Plan and certain agreements, making certain public improvements, and constructing a youth soccer complex and related improvements in Swope Park; authorizing the City to execute certain agreements; providing for an effective date; and directing the City Clerk to transmit copies of this ordinance.

This ordinance provides for the acceptance of the recommendations of the Tax Increment Financing Commission of Kansas City, Missouri (Commission) regarding the Sixth Amendment to the Winchester Center Tax Increment Financing Plan (Plan) and the approval of the Sixth Amendment which terminates the Plan, pledges $2,832,000 to the payment of redeveloment costs, declares as surplus funds in excess of $2,832,000 in the Special Allocation Fund and provides for their distribution to the affected taxing jurisdictions. The ordinance also provides for appropriations of funds related to the Plan and agreements necessary to settle disputes with certain parties relating to the Plan and construct a soccer complex and related improvements in Swope Park.
