Lee Dixson, Public Works Department, said the development is located at 82nd Street Terrace. The plat is for a 10 lot residential development for single family. The developer submitted a storm drainage study and was also required to construct 82nd Street Terrace with curbs and gutters. All of the grades and closures have been checked and he recommended approval.

Repealing Ordinance No. 991587; estimating revenue in the amount of $100,000.00 in the Home Survey - Kauffman Grant account of the Governmental Grants Fund; appropriating it to the Home Survey account of the Governmental Grants Fund; and authorizing execution of a $236,000.00 Cooperative Agreement with The Curators, University of Missouri, to conduct a survey of housing and infrastructure conditions, map survey data and provide information on the survey results.

A committee substitute was presented on the ordinance. John Tangeman, Housing and Community Development, said the ordinance will authorize a contract with UMKC to conduct housing conditions surveys The surveys will include 100% of residential structures and infrastructure in the area from Vivion Road to 85th Street, State Line and Troost to I-435 and in the Ruskin Heights/Hickman Mills Neighborhood. The total cost of the survey is $236,000 with $100,000 from the Kauffman Foundation. The survey will include: 1) Training of UMKC students and neighborhood residents to perform the survey beginning in January 2000 through the summer 2000; 2) Conducting a 14 point survey of both housing and public infrastructure; 3) Utilization of "state of the art" computer mapping techniques for use by the City and its FOCUS implementation activities; 4) Development of a process for informing neighborhoods in advance that their area is being surveyed and to provide results in an easily accessible format. Committee recommended approval of the ordinance.

RESOLUTION - Determining the compliance of Phase II of the Brush Creek Redevelopment Project generally bounded by Brush Creek Boulevard, Oak Street, Brush Creek and the Kansas City Service right of way, and authorizing issuance of a Certificate of Completion to the Jefferson at the Plaza Redevelopment Corporation for Phase II of the Brush Creek Redevelopment Project.

John Eckardt, City Development Department, stated that the request is for a Certificate of Completion for a 353 project. He stated that this part of the original Brush Creek Redevelopment Corporation project. The purpose is to recommend a Certificate of Completion for Phase II of the Brush Creek Project. The plan calls for 400 apartment units. Committee recommended immediated adoption.
