Accepting and approving a one year $400,000 contract with the U.S. Dept of Health and Human Services to provide funding for Substance abuse and Mental Health Council through the Kansas City Family Project, Esperanza para los Ninos.


NEIGHBORHOOD DEVELOPMENT AND HOUSING COMMITTEE recommends "ADVANCE AND DO PASS, DEBATE"
Rex Archer, Health Department, stated this ordinance is a request to accept a one year contract for the program called Hope for The Children. This program reduces problems with children in early development and how well they do in school. Manuel Perez, Health Department, is program manager for Hope for The Children. He stated this is a evidence based model and has the advantage of not having to recreate the rigorous scientific methodology. This model has been replicated in various communities. Most of the participants are recent immigrants to this area and they are separated from their normal familial support system. The program has been successful in helping them make that transition with the new arrival of a baby. One of the emphasis of the program is that people need to learn skills to manuever the system themselves. The parent coaches develop a case management plan with each of the participants and then they address the issues. After six months in the program, the participants felt that their needs assessment had been addressed and they were making good progress; along with the support of the parent coach but not done by the parent coach. Mr. Perez introduced Rocio Chihuahua, a parent coach, and asked her to share some of her experiences in the program. Ms. Chihuahua described her experiences working with the Latino mothers in the program. Adela Hernandez, a program participant, shared her experiences in the program with the committee. She told the committee how much her parent coach helped her with her problems and answered any questions she had. She thanked everyone who supported the program.

Amending Chapters 2, 14 and 76, Code of Ordinances, by repealing Sections 2-521, 2-525, 2-1078, 14-1, 14-2, 14-3, 14-4, 14-5, 14-6, 14-9, 14-10, 14-16, 14-20, 14-29, 14-31, 14-34, 14-35, 14-36, 14-37, 14-39, 14-41, 14-42, 14-43, 14-44, 14-46, 14-47, 14-48, 14-50, 76-241 and 76-242, relating to the division of animal control, and enacting in lieu thereof 30 new sections of like number and subject matter changing the name of the division of animal control to the division of animal health and public safety.


NEIGHBORHOOD DEVELOPMENT AND HOUSING COMMITTEE recommends "ADVANCE AND DO PASS AS A COMMITTEE SUBSTITUTE, DEBATE"
Mike Shoemaker, Animal Control, stated that Animal control formed a task force to look of the operations of the Division and to tie them with the strategic plan that has come out of Neighborhoods. As part of this review by the task force and in keeping with national standards on the functions of municipal animal control organizations, the recommendation of the task force is to change the name to Animal Health and Public Safety. Councilwoman Hermann asked if there is a plan for promoting the new name. Mr. Shoemaker stated that it will be promoted through Channel Two and the website. Les Washington, Community Services, stated that the name change will also be put in the neighborhood leadership newsletters and market it so that neighborhood leaders will know the name change. Mr. Washington stated this is setting the platform a variety of positive changes that have happened at Animal Control. Michelle Dormady, Spay Neuter Services of Kansas City, testified in support of the ordinance

Appropriating $480,000.00 for a cooperative agreement between Kansas City, Missouri, the Kansas City Missouri Homestead Authority, and Don's Contracting & Property Development, Inc. for the purpose of providing financing for the construction of affordable homes in the Old Ballpark site project generally located at 21st Street and Brooklyn.

Troy Schulte, Budget Office, stated this is a routine housekeeping ordinance. This ordinance puts the funds back in place for this project which was approved in last year's plan. No public testimony.

Claude Page, City Planning and Development Department, stated this ordinance makes current funding available for projects that were CDBG funded out of a previous year's plan from current CDBG funding. No public testimony.

Amending Chapter 10, Code of Ordinances, by repealing Sections 10-1, Definitions, 10-62, Required hearings and review of director’s actions, 10-102, Full sales-by-drink license, 10-103, Malt liquor and light wine sales-by-drink license, 10-104, Sunday licenses, 10-105, General requirements for temporary and annual catering permits, and enacting, in lieu thereof new sections of like number and subject matter and applying appropriate fees concerning the establishment of an alcoholic beverage caterer license for the City of Kansas City, Missouri.


NEIGHBORHOOD DEVELOPMENT AND HOUSING COMMITTEE recommends "HOLD ON AGENDA (3/15/2006)"
Councilwoman Hermann stated she is going to hold this until the Neighborhood Liquor Review Committee has an opportunity to be formed and hear this issue. Councilwoman Hermann asked how quickly the process can move forward to get this committee on the ground so that they can review this as expiditiously as possible. Judy Hadley, Regulated Industries, introduced Victor Cooper, Regulated Industries, to talk about the process in getting that committee formed as soon as possible. Mr. Cooper stated he is working the format right now. He stated his office is in the process of devising a form that can be sent out to all Council members, Mayor's Offie, City Manager and various organizations to provide nominees for the twelve positions on the committee. Once the nominations are received, an election will be held via email. If everything goes according to plans, the committee will be ready to meet by March 15.

Amending Chapter 10, Code of Ordinances, by repealing Section 10-332, Prohibited acts by all retail licensees, and enacting in lieu thereof, a new section of like number and subject matter concerning disorderliness, indecency or obscenity on the premises of a licensed establishment in the City of Kansas City, Missouri.


NEIGHBORHOOD DEVELOPMENT AND HOUSING COMMITTEE recommends "ADVANCE AND DO PASS, DEBATE"
Councilwoman Hermann stated this ordinance is more restrictive and will protect neighborhoods. There is also a timeliness to the issue. Judy Hadley, Regulated Industries, stated this ordinance amends Section 10-332, prohibited acts by all retail licensees, by including language in Section 10-332 M; disorderliness, indecency and obscenity, that prohibits the exposure of specific anatomical areas as that term is defined in Section 80-20 of the Kansas City, MO Administrative Code of Ordinances. It prohibits an emphasis on specified sexual activity as that term is defined in Section 80-20 and prohibits dance performed in a fashion as to create the impression of nudity or the performance of a nude dance. This ordinance also prohibits lewd dance in a liquor establishment by employees, contractors and temporary agents. No public testimony.
