Approving the assignment of certain development rights with respect to a portion of the Beacon Hill Development Plan, by and among Beacon Hill Redevelopment Corporation, Hospital Hill Economic Development Corporation, and 27th & Troost Redevelopment Corporation; releasing Beacon Hill Redevelopment Corporation as it relates to certain development rights; and authorizing execution of an Assignment and Assumption Agreement among Beacon Hill Redevelopment Corporation, Hospital Hill Economic Development Corporation, 27th & Troost Redevelopment Corporation and the City of Kansas City, Missouri.

Councilman Jermaine Reed testified in favor of this Ordiance. He expressed his gratitude for all of the hard work put into this project. He also gave a brief history of the project. John Eckardt, City Planning and Development, gave the staff report for this Ordinance. He explained that the purpose of the Subsititute is to assign the development rights of the west one-half of Phase 1B from Beacon Hill Redevelopment Corporation to 27th & Troost Redevelopment Corporation and to provide for construction of a Grocery Store and related retail pad site. Jerry Riffel, Lathrop & Gage Law Firm, also testified on behalf of this Ordinance. His testimony further explained the purpose of the Committee Subsittute. He explained that an Advance was not necessary as therer is a meeting that needs to take place this week. The meeting will be conducted before passage of the Ordinance by the full Council on October 24, 2013.

 1. There will be a presentation on the Analysis of the KCMO Target Sector.
 
 Katherine Carttar, City Planning and Development, and Kerrie Tyndall, City Manager's Office, made the presentation for this item. Their presentation discussed the purposes of the target analysis. Ms. Carttar and Ms. Tyndall spoke about what the target sectors are comprised of. They also spoke about the niches of each idenified target. The handout from which they spoke is on file in the Clerk's Office.
 
 2. There will be a Report on the CIDs (Community Improvement Districts).
 
 Claude Page, City Planning and Development, testified on this item. He gave an overview of the handout explaining which reports have been turned into the City Clerk's Office from which CIDs. He explained the reporting deadlines as well as the strategies used to collect the required information. Jim Hedstrom, City Planning and Development, was also present for the report. The document Mr. Page referred to during his presentation is on file in the Clerk's Office.
 
 3. There may be a discussion on the Economic Incentive Policy.
 
 4. There may be discussion of Council Priorities relating to economic development.
 
 5. There may be general discussion regarding current Planning, Zoning and Economic Development issues.
 
 6. Pursuant to the following subsections of Section 610.021 of the Revised Statutes of Missouri, there may be a closed session to discuss: (1) legal matters, litigation, or privileged communications with attorneys, pursuant to subsection 1; (2) real estate, pursuant to subsection 2; (3) personnel, pursuant to subsection 3 and 13; and/or (4) sealed bids or proposals, pursuant to subsection 12.
 
 The City Clerk`s Office now has equipment for the hearing impaired for use with every meeting. To check out the equipment please see the secretary for each committee. Be prepared to leave your Driver`s License or State issued Identification Card with the secretary and she will give you the equipment. Upon returning the equipment your license will be returned.
