Authorizing the Director of Neighborhoods and Housing Services to enter into contracts up to $4,921,824.00 with various organizations to provide public facility, housing, economic development, homeless, youth, senior, and social services from Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME) and Emergency Solutions Grant (ESG) funding approved in the 2016 One-Year Action Plan; authorizing the Director of Health to enter into contracts up to $1,067,043.00 with agencies to provide transitional housing and rental assistance from Homeless Opportunities for Persons with AIDS (HOPWA) funds approved in the 2016 One-Year Action Plan; authorizing the Director of Neighborhoods to enter into contracts up to $437,000.00 for Domestic Violence Shelter Operations; authorizing the Director of Neighborhoods and Housing Services to enter into a contract for $139,000.00 for the Continuum of Care homeless planning; and designating requisitioning authority.

Stuart Bullington and Heather Cater, both from the Neighborhoods and Housing Services Department, gave the staff report on the Ordinance. It was noted that due to the cancellation of the Housing Committee meeting, it was requested that this Ordinance be heard in the Planning, Zoning and Economic Development Committee because the Chair of the Housing Committee is a member of this committee. These contracts would provide funding for public facility improvements, housing construction and rehab, economic development, homeless prevention services, youth and child services and senior services, transitional housing and rental assistance for moderate and low income persons in Kansas City. Contracts would also fund domestic violence shelter operations and assist in homeless planning for the City.

 Councilman Lucas announced that the groundbreaking for the Kansas City Urban Youth Academy in Parade Park occurred earlier today.
 
 2. Pursuant to the following subsections of Section 610.021 of the Revised Statutes of Missouri, there may be a closed session to discuss: (1) legal matters, litigation, or privileged communications with attorneys, pursuant to subsection 1; (2) real estate, pursuant to subsection 2; (3) personnel, pursuant to subsection 3 and 13; and/or (4) sealed bids or proposals, pursuant to subsection 12
 
 The City Clerk`s Office now has equipment for the hearing impaired for use with every meeting. To check out the equipment please see the secretary for each committee. Be prepared to leave your Driver`s License or State issued Identification Card with the secretary and she will give you the equipment. Upon returning the equipment your license will be returned.
