Reconstructing sidewalks, curbs, driveway entrances, and appurtenances south of the river to Truman Road, south of Truman Road to 45th Street and south of 45th Street; appropriating $334,621.00 from the Revolving Public Improvement Fund; authorizing the Director of Public Works to expend $334,621.00 for the projects; authorizing assessment of the costs against the properties benefitted; and recognizing an emergency.

Stan Harris, Public Works, stated that this ordinance was for curbs, sidewalks, and appurtenances from Truman Road to 45th Street, all in Kansas City, Jackson County, Missouri. He requested advancement and approval.

Stan Harris, Public Works, stated that this ordinance was for streets, curbs and appurtenances in Council District 4, Kansas City, Jackson County, Missouri. Councilmember Riley questioned the MBE/WBE participation goals. Mr. Harris stated that since this was just a set-up of the accounts, none was needed. Mr. Harris then requested advancement and approval.

Authorizing a $935,356.00 agreement with HNTB Corporation for engineering services in connection with the Blue Parkway bridge replacement and appropriating $2,338.00 to the Youth Employment Fund.

Stan Harris, Public Works, was present to testify on behalf of this ordinance. He stated that this ordinance was for engineering design of the Blue River Bridge replacement. He stated that the original bridge was built in 1936 and that the city received a $5.6 million grant. Councilmember Riley questioned if a hotline for problem bridges was feasible. Mr. Harris stated that he would check into that idea and get back with the committee. Councilmember Riley also suggested posting a notice on Channel 2 and that the council be pro active in dealing with the bridge situation. Councilmember Nace discussed the bridge replacement program and gave background information. Councilmember Riley requested information regarding the Youth Employment fund. Mr. Harris requested approval and advancement of this ordinance.

Authorizing the Director of Public Works to enter into a Second Amendment to a Cooperative Agreement For Public Improvements to North Brighton Avenue, Eagle Heights Baptist Church; and authorizing the City Clerk to file this ordinance and attached agreement.

Dion Waldon, Public Works, was present to testify on behalf of this ordinance. He stated that this ordinance would amend a cooperative agreement for public improvements to North Brighton and that $55,000 in contributions had been received. Councilmember Hermann asked if the neighborhoods had been included in the discussions for this project. She also expressed her concerns over the impact fee. Ms. Hermann asked if the Council could override the recommendations on the BZA. Councilmember Nace stated that these fees help insure that the money was evenly distributed and that waiving impact fees effected everyone in the city. She further stated that she would not reduce impact fees in her area. Mr. Waldon stated that the fees collected would impact North Brighton for this project. Councilmember Eddy stated that both he and Councilmember Nace were on the Impact Fee Committee. Mr. Waldon stated that if the BZA made a recommendation, staff really could not go back and reverse their decision. He stated that the deferral agreement could be removed and re-introduced at a later time if the council wished. Councilmember Hermann agreed with Councilmember Nace that deferral fees should stand as charged. Mr. Waldon requested approval and advancement.

Authorizing an $8,014,623.51 contract with Clarkson Construction Company for rehabilitation of the Manchester Viaduct Bridge over the Union Pacific Railroad Tracks; authorizing a $500,458.00 Second Amendment to Agreement No. 000185 with HNTB Corporation for engineering and inspection during the construction; reducing an appropriation in the amount of $750,000.00 in the Infrastructure and Maintenance Fund; transferring it to various accounts in the Infrastructure and Maintenance Fund; reducing an appropriation in the amount of $2,750,000.00 in the Local Use Tax Fund; transferring it to the Capital Improvement Fund; reestimating revenue in the amount of $8,249,712.00 in the Capital Improvement Fund; appropriating it to the Manchester Bridge over UPRR account of the Capital Improvement Fund; authorizing the Director of Public Works to expend $9,200,000.00 for the project; appropriating $21,288.00 to the Youth Employment Fund; and recognizing an emergency.

Stan Harris, Public Works, was present to testify on behalf of this ordinance. He stated that this would fund the replacement of the Manchester Bridge. He stated that this project would take about 18 months to complete. Councilmember Riley questioned the total amount of the project. He also stated that the MBE goals had not been achieved on this project. Councilmember Hermann questioned the start date on this project and stated that this bridge being out was creating a huge hardship on the citizens in her district. This was also echoed by Councilmember Nace. Mr. Harris requested advancement and approval.

Authorizing a $10,690.00 agreement with TranSystems Corporation to begin Phase 5 in connection with the St. Louis Viaduct Replacement over KCTRR; authorizing the Director of Public Works to expend $10,690.00 for the project; and appropriating $27.00 to the Youth Employment Fund.

Councilmember Riley stated that Councilmember Cooper would be pleased to see this ordinance go through. Mr. Harris requested approval and advancement of the ordinance.
