Ordinances 990548 and 990549 are companion cases. Larry Stice, City Development testified on behalf of the ordinance, stating that ordinance 990548 will amend the land use plan and ordinance 990549 will rezone ten acres to allow for a self storage facility and development of a future warehouse/showroom building. There will be no additional signage for the project. The final plan must be in conformance with the current plan. The committee expressed concerns regarding watershed issues. Lee Dixson, Public Works Department addressed the concerns regarding the watershed. It was the consensus of the committee to hold both ordinances on the agenda for one week.

Patty Noll, City Development, stated that both cases resulted from a settlement regarding ownership of land and to allow conveyance from the owner. Jim Kraatz, Lutjen & Associates, supports the ordinance and concurs with staff's recommendation. Mary Thalman, stated that there would be no change in use of property. Councilman Rowland asked if there were plans for development. Committee recommended to approve the ordinance.

RESOLUTION - Amending the Westport Planning Area Plan by amending the Proposed Land Use Plan and Map for an area generally located at the southwest corner of 39th Street and Roanoke Road by changing the recommended land uses from "public and semi-public uses" to "mixed uses".

Resolution 990554, Ordinances 990555 and 990655 are companion cases. John Eckardt, City Development gave a review of the ordinances. He stated the project involves about 6.53 acres located on 39th Street, 40th Street, Roanoke and Mercier. The project is for the Loretto building. The resolution will amend the Westport Planning Area plan at the southwest corner of 39th Street and Roanoke by changing the proposed land use from "Public and Semi-public" to "Mixed use. The ordinances will consider approval of a "353" Development Plan for the redevelopment and rehabilitation of the neighborhood also considering an amendment to the development plan to allow mixed uses in the west wing of the Loretto building. A summary was also given regarding: (1) history; (2) proposed changes; (3) phase schedule; (4) land use; (5) parking; (6) building setbacks; (7) parkland dedication and (8) signage. The Redevelopment Coordinating Committee (RCC) and City Development Staff recommend approval of the plan with certain conditions. Area residents spoke in support of the development. Committee members agreed that the project will be good for the area and recommended approval of the resolution and ordinances. A committee substitute was submitted for ordinance 990555.

Resolutions 990663 and 990668 were heard together. Jim Vaughn, Director of Housing Community Development gave a background history of public housing in Kansas City. Mr. Vaughn, spoke in reference to the consolidated plan and scattered housing. Vickie Noteis, Director of City Development reviewed the FOCUS documents that also addressed scattered housing. Councilman Ford asked that the resolutions not be considered at this time but there will be two public hearings held.
