Declaring it necessary to open, establish and dedicate street right-of-way for 9th Street, Forester Road, and Union Avenue, as well as to re-establish the horizontal and vertical location of portions of 9th Street, Forester Road, Hickory Street, Santa Fe Street, and Union Avenue, in connection with KCMO Project Number 309-089-7271-YXX-5438 – The Bruce Forester Viaduct Replacement over Mulberry Street, Santa Fe Street, and Union Pacific Railroad, the same being on file in the Office of the Director of Public Works and being incorporated herein by reference, all in Kansas City, Jackson County, Missouri; and upon the effective date of this ordinance, the City Clerk is hereby directed to record the ordinance in the office of the Recorder of Deeds for Jackson County, Missouri.


TRANSPORTATION & INFRASTRUCTURE COMMITTEE recommends "DO PASS"
Jeff Martin, Public Works, testified that the ordinance would establish and dedicate Street Right of Way for 9th Street and Forester Road, and to re-establish the horizontal and vertical location of 9th Street, Forester Road, Hickory Street, Santa Fe Street, and Union Avenue, in relation to the newly dedicated right of way.

Authorizing traffic signal modifications; estimating revenue in the amount of $490,000.00 in the Capital Improvements Fund; appropriating that amount to the Barry Road Interconnect account; and recognizing this ordinance as having an accelerated effective date.

Jeff Martin, Public Works, testified that the ordinance would estimate revenue we will receive for traffic signal improvements on Barry Road from the Federal CMAQ fund.

Amending Chapter 70, Code of Ordinances, by repealing Section 70-643, Disposition of impounded property; prerequisites for release; collection of costs, and enacting a new section that establishes the process for appealing the decision of the Director of Public Works to remove a vehicle.


TRANSPORTATION & INFRASTRUCTURE COMMITTEE recommends "HOLD ON AGENDA (3/24/2016)"
 
 1. Public Works will give a presentation on the Street Preservation and Pavement Analysis Program.
 
 Jeff Martin, Public Works, gave a presentation on the programs that the City uses to assess, repair, improve and maintain it's 6,500 lane miles of streets. A copy of the presentation is on file in the City Clerk's office.
 
 2. There will be a presentation on Federal Transportation Funding Programs for 2019-2020.
 
 Sherri McIntyre, Director of Public Works, gave a presentation on the projected projects that the City would submit to MARC (Mid America Regional Council) as part of their 2-year planning, to qualify for the 80% "Fast Act" federal reimbursement funds.
 
 3. There may be a general discussion regarding current Transportation and Infrastructure Committee issues.
 
 4. Pursuant to the following subsections of Section 610.021 of the Revised Statutes of Missouri, there may be a closed session to discuss: (1) legal matters, litigation, or privileged communications with attorneys, pursuant to subsection 1; (2) real estate, pursuant to subsection 2; (3) personnel, pursuant to subsection 3 and 13; and/or (4) sealed bids or proposals, pursuant to subsection 12.
 
 The City Clerk`s Office now has equipment for the hearing impaired for use with every meeting. To check out the equipment please see the secretary for each committee. Be prepared to leave your Driver`s License or State issued Identification Card with the secretary and she will give you the equipment. Upon returning the equipment your license will be returned.
