Authorizing the City Manager to develop a financing and/or development agreement with Citadel Plaza, LLC and other necessary parties in connection with the issuance of revenue bonds for Projects G and G-1 of the Southtown Corridor/31st & Baltimore Tax Increment Financing Plan.


FINANCE AND AUDIT COMMITTEE recommends "ADVANCE AND DO PASS AS A COMMITTEE SUBSTITUTE, DEBATE"
Deb Hinsvark and Dan Bagunu, Finance Department, testifed on behalf of this ordinance. Bill Threat & Conette Crenshaw, Citadel Plaza LLC, were present to answer questions from the committee Bill Session, Attorney, addressed the demolition and clean up issues that were at the site earlier this year. Gary Sage, TIF Commission, was present to answer questions from the committee. This ordinance will authorize the City Manager to develop a finance and development agreement for the Southtown Corridor/31st & Baltimore TIF Plan.

Estimating and appropriating to the 2006 GO Bond Fund to continue construction on the Robert J. Mohart Multi-Purpose Building projects; authorizing the Director of Public Works to enter into a $123,220.00 contract with Tevis Architectural Group for Project No. 890A0404 Robert J. Mohart Multi-Purpose Building; authorizing the City Manager to expend $123,220.00; and declaring the intent of the City to reimburse itself from bond proceeds for certain expenditures.

Estimating and appropriating to the 2006 GO Bond Fund to continue construction of the Animal Shelter Interior Renovation Project - Project No. 89000380; declaring that the Director of Public Works is hereby established as requisitioning authority for the funds provided by this ordinance; and declaring the intent of the City to reimburse itself from Bond proceeds for certain expenditures.

Eric Bosch, CIMO Office, testified on behalf of this ordinance. This ordinance is appropriating funds to the 2006 GO BOND fund to continue construction of the Animal Shelter Interior Renovation Project.
