RESOLUTION - Adopting the 2017 Update of the Citywide Business Plan including City Goals, the Financial Strategic Plan, and the Balanced Scenario of the Five-Year Planning Model; and directing the City Manager to align departmental strategic plans and business plans to the Citywide Business Plan.

Authorizing the Director of the General Services Department to execute a Lease, by and between HRB Deployment & Support, LLC, as the Landlord, and the City, as the Tenant, for that certain premises and parking in and around the building commonly known as 4400 East Blue Parkway and implement those undertakings; encumbering $785,000.00 from the existing 4400 E. Blue Parkway account for rental and associated occupancy costs through April 30, 2019, and appropriating $353,500.00 from the Unappropriated Fund Balance of the Capital Improvements Fund for the 4400 E. Blue Parkway project account for moving costs and necessary IT improvements for leasehold space; and recognizing an accelerated effective date.

 1. Staff will present the Finance Governance Goal of the Citywide Business Plan.
 
 Randy Landes, Finance, provided the staff report for this item. Five departmental objectives and strategies were outlined as follows: 1.) Improve implement policies, procedures, and practices to ensure the resiliency of City government, 2.) Maintain and strengthen the City’s General Obligation AA credit rating, 3.) Identify and take advantage of opportunities for cost-savings and efficiencies, 4.) Implement policies and procedures to reduce workplace accidents and injuries and associated costs and 5.) Update the City’s charter, ordinances, policies, and procedures, as well as the City’s state and federal priorities, to ensure a responsive and representative City government.  2. Finance staff will present the Five Year Balanced Scenario of the Citywide Business Plan.
 
 Theresa Danielson, Finance, provided the staff report for this item. The presentation included five year financial plan scenarios and assumptions. An electronic copy of the presentation is on file in the City Clerk’s Office.
 
 3. Finance staff will present the monthly financial report for the period ending July 21, 2017
 
 Anne Kaps, Finance, provided the staff presentation for this item. She presented a hard copy of the Budgetary Basis Financial Report. An electronic copy of the presentation is on file in the City Clerk’s Office.
 
 4. Finance staff will present the first quarter budget analysis for Fiscal Year
 
 Debbie Chiu, Finance, provided the staff presentation for this item. The presentation included: First quarter, analysis key assumptions, General Fund revenue, General Fund expenditures and General Fund summary and Overtime and Double-Time analysis. An electronic copy of the presentation is on file in the City Clerk’s Office.
 
 5. Staff from the City Auditor’s Office will present a Performance Audit: General Services’ Payment Process Should Better Protect Public Resources.
 
 Doug Jones and Vivian Zhi, City Auditor’s Office, provide the staff presentation for this item. The presentation covered General Services’ payment processes for paying for goods and services for the City of Kansas City. The audit determined that payments errors do not protect resources for the following reasons: duplicate payments to vendors, payment made to wrong vendors and taxes paid despite the city being tax exempt. There were also delayed payments from General Services. The Auditor's Office made 14 recommendations. An electronic copy of the presentation is on file in the City Clerk’s Office.
 
 6. There may be a general discussion regarding current Finance and Governance Committee issues.
 
 7. Pursuant to the following subsections of Section 610.021 of the Revised Statutes of Missouri, there may be a closed session to discuss: (1) legal matters, litigation, or privileged communications with attorneys, pursuant to subsection 1; (2) real estate, pursuant to subsection 2; (3) personnel, pursuant to subsection 3 and 13; and/or (4) sealed bids or proposals, pursuant to subsection 12. (5) confidential or privileged communications with auditors, pursuant to subsection 17. (6) preparation, including discussions, for negotiations with employee groups, pursuant to subsection 9.

Be prepared to leave your Driver`s License or State issued Identification Card with the secretary and she will give you the equipment. Upon returning the equipment your license will be returned.
