Larry Stice, City Planning & Development Department, testified on the ordinance. He stated the preliminary plat is to rezone 28.8b acres located on N. Palmer Drive at N. Richmond Avenue. The development will allow for 54 single family lots in addition to the existing 21 single family lots. Jim Bowers, Attorney, spoke in support of the ordinance.

Andrew Bracker, City Development, stated the resolution authorizes the Mayor to submit an application to the U.S Environmental Protection Agency in the amount of $45,000.00. The funds will be used to perform two Smart Growth design charettes on commercial brownfield site and develop a handbook to facilitate the redevelopment of the sites.
