RESOLUTION - Approving an amendment to the Little Blue Valley Area Plan, being that part of Kansas City bounded by Highway 40 and Independence city limits on the north, Lee´s Summit Road on the east, Highway 350 and Unity Village city limits on the south and Raytown city limits on the west, by modifying the Land Use Plan and Map for an area of approximately 7.1 acres generally located at the northwest corner of Little Blue Road and Lee´s Summit, to recommend "neighborhood commercial services" instead of "planned office district". (406-S-9)


PLANNING, ZONING & ECONOMIC DEVELOPMENT COMMITTEE recommends "IMMEDIATE ADOPTION"
Resolution 011491 and ordinances 011492 and 011493 are related cases. Larry Stice, City Planning & Development Department, stated the projects involve about 7 acres at the northwest corner of Little Blue Road and Lee's Summit Road. The resolution deals with an amendment to the Little Blue Valley Area Plan. The zoning ordinance (011492 and 011493) is going from agriculture/one family dwelling to local retail business. A thorough description of the site plan was explained to the committee. The purpose of the ordinance is to allow development of 54,206 square feet of office and retail space. The two single story buildings consist of 15,835 and 14,661 square feet. Each area is located at the west and east ends of the site. The second story extends over the drive through lanes for office space. The plan also shows 200 parking spaces. City Development Department and City Plan Commission recommended approval. Gary Broulette, Attorney, concurred with staff's report.

Amending Chapter 80, Code of Ordinances, by adding a new section to be known as Section 80-11A0383, rezoning an area of approximately 7.1 acres generally located at the northwest corner of Little Blue Road and Lee´s Summit Road from Districts RA (Agricultural) and R-1a (One-Family Dwellings) to District C-2 (Local Retail Business). (10208-P-2)

Authorizing execution of a STP-Transportation Enhancement Funds Program Agreement with the Missouri Highway and Transportation Commission to assist in the improvement and enhancement of the Northland Gateway and Vivion Road Corridor Trail located at the intersection of Vivion Road and North Oak Trafficway and directing the City Clerk to file certain documents with the appropriate offices.

Mario Vasquez, City Planning & Development, stated the ordinance authorizes funding with the Missouri Department of Transportation. Phase I of the project consists of pedestrian improvements at Vivion Road and N. Oak Trafficway and construction of a trail to Anita Gorman Park and the Northland Fountain. The City has provided matching funds for these grants. Committee recommended approval.

PLANNING, ZONING & ECONOMIC DEVELOPMENT COMMITTEE recommends "ADVANCE AND DO PASS"
Lee Dixson, Public Works Department, stated that the plat is a 21 residential lot development. The developer has complied with all of the requirements, a land disturbance permit has been obtained and submitted a storm drainage study. All of the grades and closures have been checked. Mr. Dixson requested that the plat be approved.
