Jacob Dobsch, City Planning, testified on behalf of this ordinance. Scott Sider, McDonalds, was present to answer questions from the committee. This ordinance will allow for the creation of 2 commercial lots at Red Bridge Road between Hickman Mills Drive and Hillcrest Road.

This ordinance will allow for the development of a new clinic facility for the Samuel U. Rodgers Health Center at 8th Street between Euclid Avenue and the north-south alley west of Brooklyn Avenue

Determining the advisability of the 22nd Street Neighborhood Improvement District; ordering the creation of the 22nd Street Neighborhood Improvement District for a project in Kansas City, Missouri; and directing the City Clerk to prepare an assessment roll, fix a date for a hearing, publish notice of the hearing and mail notice to all property owners regarding the 22nd Street Neighborhood Improvement District.

Jim Hedstrom, City Planning, testified on behalf of this ordinance. John Fairfield, 700 W. 47th Street, representing the applicant, and Tom Levitt, 2020 Broadway, were present to answer questions from the committee. This ordinance determines the advisability of the 22nd Street Neighborhood Improvement District generally located on both sides of 22nd Street between Broadway Blvd. and Wyandotte Tfwy on the south and Southwest Blvd. on the north in Kansas City, Jackson County, Missouri.

Amending Chapter 38, Code of Ordinances, “Human Relations”, by repealing Section 38-1, Definitions; Section 38-62, Powers and duties; and Section 38-137, Discriminatory accommodation practices, and enacting in lieu thereof new sections of like designation and subject matter for the purpose of prohibiting the use of dress codes to deny persons access to businesses and facilities in publicly subsidized redevelopment plans and projects.

PLANNING AND ZONING COMMITTEE recommends "HOLD ON AGENDA (2/18/2009)"
Councilman Riley testified on behalf of this ordinance. Maggie Moran, Law Department, was present to answer questions from the committee. This ordinance will amend ordinance No. 090325 (which established the Downtown Economic Stimulus Authority) to comply with state law and the City Charter. The committee had several questions that needed to be answered, so this will be held for one week.

RESOLUTION - Expressing the support of the Council for the remediation of blight by the Planned Industrial Expansion Authority of Kansas City, Missouri, in the Armour Gillham PIEA Area, including the relocation of utility lines; and directing the City Manager to assist in this effort.
