Amending the preliminary plat for Hunter’s Ridge, in District R-7.5, on a 39 acre tract of land generally located at the terminus of N. Hope Avenue and N.W. 79th Terrace, approximately half a mile south of N.W. Barry Road, to allow the development of 18-25 previously preliminarily platted lots with one home, with an underlying future build-out plan. (SD 0831D)

Olofu Agbaji, City Planning and Development, gave the staff report on the Ordinance. The applicant is requesting an amendment to the existing Chapter 80 approved preliminary plat in District R-7.5 to allow for the deletion of approximately 22.34 acres (82 single family lots) from the current approved preliminary plat to allow for creation of one lot. The area to be amended is within phases 3 through 7 of Hunter’s Ridge development. City Planning and Development staff does not support the deletion of the 22.34 acres from the existing preliminary plat for the following reasons: The Line Creek Valley land use plan calls for medium density residential which allows up to 8.7 units per acre. The current approved preliminary plat is in conformance with the future land use plan; Deletion of the plan will eliminate 82 approved single family lots to allow for one (1) single family lot and a tract; and staff does not want to preclude future development and connectivity of the remainder of this parcel and adjoining parcels.

Chairman Ford offered a few brief statements prior to the staff report given by Kerrie Tyndall, City Manager's Office. Chairman Ford testified that this Ordinance is simply an administrative measure to ensure the RFP process is able to proceed. Ms. Tyndall testifed that this Ordinance requests the City Council's approval to declare this property surplus, and authorize the City Manager to offer for sale the City's interest in this property.

Establishing the Jobs for Neighborhoods Program to improve the employment opportunities of Kansas City, Missouri residents in need, while improving neighborhoods; directing the City Manager to develop policies to carry out the goals of the Program, including housing programs and other incentive programs; authorizing the City Manager to enter into agreements with the Full Employment Council and the Economic Development Corporation of Kansas City and other agencies to implement portions of the Program; and directing the City Manager to annually report the progress of the Program to the Mayor and Council.


PLANNING, ZONING & ECONOMIC DEVELOPMENT COMMITTEE recommends "DO PASS AS A COMMITTEE SUBSTITUTE"
Councilman Glover testified on behalf of the Ordinance. Clyde McQueen, Full Employment Council, also testified to the specifics of the program proposed. It is the intent of this ordinance to facilitate communication between recipients of economic development incentives from Kansas City and the Full Employment Council to allow greater utilization of FEC’s job training programs and those unemployed persons enrolled through the FEC. The City desires to improve employment rates of Kansas City residents while concurrently improving the quality of homes in certain neighborhoods through various home restoration program. This ordinance requires certain language to be inserted into the contracts of those receiving economic incentives such as those from EDCKC, PIEA, LCRA, TIF and others to have them enroll in the program as an effort to communicate potential job openings to the FEC. The ordinance also directs the City Manager to do several things, such as create incentive programs, market City neighborhoods to persons working in Kansas City and report annually to the Mayor and Council on the progress of the program.
