Barry Road, approximately 500 feet west of N. Carson Avenue. (247-S-88)

Peter Schlinger, City Planning explained that the project would allow 8 lots. Dion Walden added that the project will feature a new type of storm water drainage system.

Tim Park, City Planning, stated that the ordinance would allow 3 single family lots. John Chamberlin explained the land fill for lots 2 and 3.

Approving the Petition to Establish the Westport Community Improvement District II; establishing the Westport Community Improvement District II, generally bounded by 40th Street on the north, approximately 42nd Street on the south, Southwest Trafficway/Bridger Road on the west and Broadway/Central Street on the east, in Kansas City, Jackson County, Missouri; and directing the City Clerk to report the creation of the District to the Missouri Department of Economic Development.

Councilman Jim Glover explained the importance of Westport project to the district and the City. Jim Hearden give a staff report and explained the boundaries and purposes and taxes. Tom Brenus and addressed petition in support of ordinance. Opponents: Bill Nigro, Westport Citizen, Mike Highley, Owner Buzzard Beach, Tom Mcgee, DST, Todd Kelley of Kelly's Bar, Kale Brody, Stan Henry, Harvey's and Roxanne Cole.

Authorizing a one year renewal of the Lease Agreement with K.C. Partners for office space, janitorial services, electrical services, water, heating and cooling for facilities located at 324 East 11th Street; and authorizing the expenditure of $248,880.00 from previously appropriated funds.


PLANNING, ZONING & ECONOMIC DEVELOPMENT COMMITTEE recommends "ADVANCE AND DO PASS"
Tom Briggs, Assistant to the Director of Codes Administration stated that the ordinance is related to the renewal lease with KC Partners for office and space located at 324 East 11th Street. The lease renewal will provide for 20,740 square feet of office space at $12.00 per square foot for a term of 12 months. There is no increase in rent from the prior lease period, and annual rent yields a yields a savings of $33,000 from the previous lease agreement.

RESOLUTION - Declaring the area generally located on the north side of 22nd Street, between Central and Ft. Scott Avenue, extending approximately 335 feet north, and on the north side of 22nd Street, between Wyandotte and St. Paul Avenue, extending north to 20th Street, a blighted and insanitary area in need of redevelopment and rehabilitation pursuant to the Planned Industrial Expansion Law.

Staff testified that the resolution declares the area near 22nd Street between Central and Ft. Scott Avenue is considered blighted and insanitary area in need of redevelopment and rehabilitation pursuant to the Planned Industrial Expansion Law.

Approving the development plan submitted by the Dakota Redevelopment Corporation on an approximate .3 acre tract of land generally located at the northwest corner of Pershing Road and vacated Broadway Avenue; declaring the area included in such plan to be a blighted area and its redevelopment necessary for the preservation of the public peace, prosperity, health, safety, morals and welfare; authorizing the Director of Finance to enter into a contract with the Dakota Redevelopment Corporation; and authorizing certain tax abatement within the plan area.
