Authorizing an STP-Urban Agreement with the Missouri Highways and Transportation Commission relating to upgrading existing signals at 85th Street and Ward Parkway.


OPERATIONS COMMITTEE recommends "ADVANCE AND DO PASS"
Jere Meredith, Public Works Department, was present to testify on behalf of this ordinance. He stated that this ordinance would upgrade existing stop-lights at 85th and Ward Parkway. He further stated that this was 80% government funded. Mr. Meredith requested approval and advancement.

Authorizing two STP-Urban Agreements with the Missouri Highways and Transportation Commission relating to the downtown Central Business District Traffic Signal Interconnect Phases 1B and 3, relating to upgrading and interconnecting existing controllers for the Downtown Traffic Management System.

Jere Meredith, Public Works Department, was present to testify on behalf of this ordinance. He stated that this ordinance would modernize traffic signals downtown. He stated that this would be conducted in two phases. Mr. Meredith further stated that there would be a traffic control system located in City Hall. Councilmember Eddy gave a brief explanation of Operation Green Light and asked if this was the same project. Mr. Meredith stated that this was separate from Operation Green Light but would be compatible. Mr. Meredith requested approval and advancement.

Authorizing an STP-Urban Agreement with the Missouri Highways and Transportation Commission relating to installation of directional street signs for various streets and highways located within the Greater Kansas City Downtown Central Business District.


OPERATIONS COMMITTEE recommends "ADVANCE AND DO PASS"
Jere Meredith, Public Works Department, was present to testify on behalf of this ordinance. Mr. Meredith stated that this was part of the Downtown Wayfinding System. He further stated that this would be paid for with the $35 million in bonds that had been approved for use downtown. Councilmember Nace stated that this would make navigating downtown easier and a positive experience for tourists. She stated that she was glad to see this ordinance move forward. Mr. Riley agreed with Ms. Nace as did Mr. Eddy, who further stated that he wanted to commend the people who had worked on the signs and the entire project. Mr. Meredith requested approval and advancement.

Authorizing a $138,152.00 agreement with Highwoods Realty Limited Partnership relating to the installation, operation and maintenance of special decorative streetlight poles on public streets within the Plaza; estimating revenue and appropriating the sum of $279,317.00 to the Streetlight System Expansion account of the GO Bonds Streetlight SR2002A Fund; and recognizing an emergency.

Stan Harris, Public Works Department, was present to testify on behalf of this ordinance. He stated that the city had agreed to wait until the end of the project to pay for the streetlights and the project in this area is now complete. The contract was with Highland Properties and was for 113 streetlight poles. Councilmember Eddy stated that the Plaza area was already complete and that this was the last area to be done. Mr. Harris requested approval of the ordinance.

Authorizing reconstruction of sidewalks, curbs, driveway entrances, and appurtenances Harrison Avenue from 62nd Street to 63rd Street, Locust Street from 57th Street to 58th Street, 68th Terrace from Pennsylvania Avenue to Valley Road and 69th Terrace from Ward Parkway to Valley Road; appropriating $283,714.00 from the Revolving Public Improvement Fund; authorizing assessment of the properties benefitted for the cost of the improvements; and recognizing an emergency.

Authorizing traffic signal modifications at Holmes and 31st Street; estimating revenue in the amount of $66,168.00 in the General Fund; reducing an appropriation in the amount of $32,222.00 in the General Fund; appropriating the sum of $98,390.00 to the Holmes at 31st Street account of the General Fund; and designating requisitioning authority.

Jim Mellum, Water Services Department, was present to testify on behalf of this ordinance. He stated that this ordinance would repair a water main that was leaking at the Winner Road Bridge over Blue River. Councilmember Riley asked how long the main had been leaking. Councilmember Nace stated that this 5th District PIAC request was just now being funded. She stated that the city had considered grouping similar contracts for the same vendor together instead of processing them one at a time. She wanted to know if this was an example of bundling or was that process still in the works. She further inquired if a policy change would help speed the process up. Mr. Mellum stated that this process was still being considered and discussed. He stated that the disadvantage to the change would be that the number of firms available would be limited. Ms. Nace stated that the advantage would be that the firm would get a year's worth of work with larger visible results for the city. Mr. Mellum said that he would take this into consideration. Councilmember Hermann asked if bundling the ordinances would result in any cost savings. Councilmember Riley stated that he would look into the matter as he would also like to see 3-4 contracts bid together. He stated that he would meet with Larry Frevert and Frank Pogge and attempt to come up with a solution that would work for everyone involved. He stated that while he was out campaigning for re-election that citizens in his district were stating that things were finally starting to happen and expressing their pleasure.
